The award is in line with the proposal set out in the Freedom Leisure bid for the full contract. Reason for decision: The decision is required so that Clarkson Alliance can act on our behalf in the capacity as project manager to oversee and deliver the capital project as outlined in the bid for the full leisure service contract. The service offered by Freedom and Clarkson Alliance is fit for purpose and suitable for the project at hand with Clarkson Alliance having delivered similar projects for a number of other Councils using this same format. Gloucester City Council are satisfied that the service provided by Clarkson Alliance will meet all our needs throughout the project. Although this contract is over PS500,000, this decision can be taken by Cabinet Member as the expenditure has already been approved in the Council's budget as part of the PS8 million capital expenditure programme agreed at council on 19th September 2024. Alternative options considered: To enter into a contract direct with Freedom, however this was discounted due to the impact of VAT exemption on their activities, make VAT on capital costs unrecoverable. Representations received: None Other relevant matters concerning the decision: Clarkson Alliance are a partner of Freedom Leisure, having worked with them on a number of other Council related capital projects. They are a suitably qualified firm that can offer the expertise in the leisure field and ensure that the project is delivered in line with both GCC and Freedom Leisure requirements. They are fully aware of the condition survey that was undertaken as part of the tendering process as well as the ongoing desires for the future of leisure in Gloucester which means they are fully engaged with providing a high quality service.
