Summary of the contracting process

Scottish Water procured a framework for fixed and mobile standby generators and associated equipment across Scotland, including the Highlands and islands. The scope covers design, manufacture, works testing, delivery, installation, commissioning, site testing, servicing, maintenance and refurbishment, including replacement of existing installations. The framework’s estimated value is £25,000,000. Its initial term is four years, with an option to extend by four further 12-month periods; the recorded contract period is 2,880 days. Three candidates were to be invited to the second stage, variants were not permitted, and bids could be submitted electronically or in writing in English. Five bids were recorded for the lot. Evaluation used economic and technical selection criteria.

This requirement suits established generator manufacturers, integrators, installers and maintenance specialists able to support a distributed water-infrastructure estate across Scotland, including remote and island locations. Credible suppliers need to design, manufacture, test, deliver, install and commission standby power systems, then provide planned servicing, fault response, refurbishment and inspection reporting. Relevant technical capability includes fixed and mobile diesel generator sets that can also operate on HVO, generator controls, fuel storage and transfer systems, power intake and changeover equipment, cabling, instrumentation, acoustic protection and metering. Suppliers should be able to manage complete installations and replacements, work safely on operational utility sites, and demonstrate the capacity and regional coverage needed for a multi-year framework. The two selected large suppliers indicate competition from firms with substantial delivery capability.

Framework for the supply including design, manufacture, works testing, delivery, installation, commissioning, site testing, servicing, maintenance and refurbishment of Standby Generators and all necessary ancillary equipment for new sites and to refurbish and/or replace existing installations throughout all Scottish Water areas including Highlands and islands.
* The framework shall include but not be limited to the supply of "diesel" standby generators (fixed and mobile), all ancillary equipment, generator control panels, fuel bulk and day storage tanks and transfer systems, pipework, cabling, instrumentation, acoustic coverings/containers, gauges & valves and optional extra metering to demonstrate power supplied.
* The installation and maintenance of external power supply intake sockets and internal mains/generator changeover switches, and all other necessary ancillary equipment to permit the connection of mobile generators at new sites, or at existing sites without mobile generator connection.
* The standby generators shall be capable of operating on both diesel and HVO fuel types. It is anticipated that HVO fuel shall be used as standard throughout our sites, however, we may require to switch to diesel as required from time to time and the generator sets should allow this.
