Summary of the contracting process

Cardiff Council procured health and social work services for people affected by violence against women, domestic abuse and sexual violence (VAWDASV) in Cardiff. The four service areas are: specialist advice, information, prevention, early intervention, triage, signposting and safety planning for women through a One Stop Shop and community settings; safe accommodation and wraparound support for women and their children; therapeutic and age-appropriate support for children and young people aged up to 16; and advice, support, safe accommodation, therapeutic interventions and community support for male victims. The male victim service also requires specialist support for people from black and minority ethnic backgrounds. Accommodation provision for women was approximately 57 units, with services delivered in Cardiff and the community.

This completed open procedure has been awarded. The award date for all four lots was 27 August 2026. Llamau won Lot 1 Advice and Prevention for £5,741,070, Lot 2 Accommodation and Support for £4,056,035, and Lot 3 Children and Young People Service for £1,195,510. Codi Care and Support won Lot 4 Male Victim Service for £550,000. Each contract runs from 19 October 2026 to 20 October 2031, with one 12-month extension available. The published tender estimated the lots at £5,880,000, £4,980,000, £1,440,000 and £690,000 respectively, including a total estimated gross value of £15,588,000. Focuses on preventing escalation, offering triage/ intake, signposting and safety planning. Lot 2 - Accommodation and Support Service Delivers safe accommodation (minimum of 57 units) plus wrap around support for women and their children fleeing or experiencing VAWDASV. Lot 3 - Children and Young People Service Provides therapeutic and age appropriate support to children and Young people who have experienced or witnesses VAWDASV. Lot 4 - Male Victim Service Offers specialist advice, support and safe accommodation for men experiencing VAWDASV. Includes therapeutic interventions and community support aimed at preventing escalation, reducing homelessness, and enhacing safety and recovery for male victims, connects into the whole system model alongside wider statutory and specialist services.

Lot 1 - Refuge and Community Services - Advice and PreventionAccess to advice and support to prevent escalation of abuse and to prevent homelessness for women. This will be delivered from a Council-provided One Stop Shop facility and in the community.

Lot 2 - Accommodation & Support

Lot 2 - Refuge and Community Services - Accommodation & Support Provision of up to approx. 57 units of safe accommodation and support, for women and any children and young people accompanying them who are experiencing Violence Against Women Domestic Abuse and Sexual Violence (VAWDASV) who need this provision.

Lot 3 - Refuge & Support

Lot 3 - Refuge and Community Support - Children's and Young People Provision Support for pregnant women and those responsible for children up to age 5, experiencing Violence Against Women Domestic Abuse and Sexual Violence (VAWDASV). To also provide range of age-appropriate therapeutic interventions for children and young people (CYP) in both safe accommodation and community settings to help them come to terms with the abuse they have experienced or witnessed, and to reaffirm their relationships with the non-abusive parent/carer and potentially the abusive parent/carer. Support can be provided to boys and girls aged 5-16.

Lot 4 - Male Victim Service

Lot 4 - Refuge and Community Support - Male Victim Service Access to advice and support to prevent escalation of abuse and to prevent homelessness for men. This will include provision of safe accommodation and support, along with therapeutic interventions. Cardiff is a multicultural city; as part of the service delivery there will be an expectation of specialist support for people from black and minority ethnic backgrounds within the service.
