Summary of the contracting process

The Scottish Government is actively involved in a public procurement process titled "Expanding the Portfolio of Compensatory Measures for Seabirds," focusing on survey services within the environmental sector. The project aims to develop plans for compensatory measures concerning marine bird species impacted by offshore wind developments. This initiative is being conducted in the United Kingdom, specifically within the region of Edinburgh. The procurement stage is currently at the award stage, with the most recent contract having been signed on 17 April 2026. The procurement method employed is an open procedure, reflecting compliance with the General Procurement Agreement (GPA). The contracting process had originally been tendered with competition beginning on 26 September 2025 and submissions concluding on 27 October 2025.

This tender presents significant business opportunities for companies specialising in ecological surveys and environmental management. It particularly suits businesses with the capability to propose viable compensatory measures for seabirds affected by offshore wind farms. Companies with experience in developing and implementing environmentally focused projects, as well as those with a proven track record in subcontracting and partnerships, would find this tender advantageous. The involvement of the Scottish Government highlights the project's importance and potential for additional work packages, should they exceed the initial budget capped at £560,000. The option to extend for a further 10 months, subject to government approval, also offers businesses a chance for long-term engagement and growth.
