Summary of the contracting process

Neath Port Talbot County Borough Council is buying on behalf of itself, Carmarthenshire County Council and Monmouthshire County Council through the SWTRA Highways & Structures Framework 2027. The framework will cover civil and structural engineering projects, highway construction, surfacing and ancillary works on the Strategic Road Network and associated assets in South Wales. Lot 1 covers highways and structures. Lot 2 covers surfacing and ancillary works, including highway pavement surfacing and improvement, maintenance and emergency works, traffic management, site clearance, drainage, ironwork, pavements, kerbing, footways, paved areas and road markings. The work will be delivered across South Wales, including the areas represented by Carmarthenshire, Monmouthshire, Neath Port Talbot and other South Wales locations.

This is a planned procurement and the buyer has not yet invited tenders. The intended method is an open procedure for a framework agreement, with up to eight participants and contracts awarded both through reopened competition and without reopening competition. The framework is expected to run from 1 February 2027 to 31 January 2031, with an option to extend by up to two years annually, to a maximum date of 31 January 2033. The estimated total value is £270 million excluding VAT, or £324 million including VAT. Lot 1 is estimated at £152 million excluding VAT and Lot 2 at £118 million excluding VAT. A tender notice is expected on 7 September 2026, with indicative tender and award dates of 16 October and 7 December 2026.

The framework will suit civil engineering, structural engineering, highway construction, surfacing and road maintenance contractors able to deliver work on South Wales’s Strategic Road Network. Suppliers with capabilities covering pavement works, drainage, traffic management, site clearance, ironwork, kerbing, footways, road markings and emergency maintenance should consider preparing for the relevant lot. Both lots are identified as suitable for small and medium-sized enterprises, so the requirement is not limited to the largest contractors. It may also suit businesses seeking longer-term programme visibility and the ability to support major or complex infrastructure works. Bids will be accepted in English or Welsh, and the framework is intended to support work for the participating Welsh local authorities.

Planning Information

This Preliminary Market Engagement Notice is being issued retrospectively. In April 2025, the South Wales Trunk Road Agent held Market Engagement Sessions in order to seek views on the structure of the new framework. However, since the sessions took place there have been further discussions with the Welsh Government on how the framework will be structured, framework values, framework duration etc. The information contained in this Preliminary Market Engagement Notice (UK2) and the recently published Planned Procurement Notice (UK3) supersedes the information contained in the original Pipeline Note (UK1) published in September 2025. SWTRA Officers have determined not to distribute the presentation slides in order to avoid potential confusion.
