The recent public procurement process conducted by the Welsh Government, titled "Systematic review of carbon pricing policy, socioeconomic impacts and public perceptions," has reached the award stage. This contract, identified as C044/2025/2026, falls under the industry category of research services and was executed through a limited procurement method, specifically, an award procedure without prior publication of a call for competition. The procurement aimed to address carbon pricing policies within the sectors of heating buildings, transport, and agriculture, with considerations for the Welsh context. The process commenced on 29th September 2025 and was managed by the Welsh Government's Corporate Procurement Services in Cardiff. The contract, valued at £35,875, was awarded to THEVISIONARYS LTD on 17th September 2025.

This tender offers significant opportunities for businesses specialising in environmental policy research and socioeconomic studies, particularly those adept at analysing and contextualising international policies to local contexts like Wales. Companies that can demonstrate a robust understanding of the intersectionality of carbon policy impacts and propose effective mitigation strategies will find this contract appealing. The opportunity was restricted to suppliers registered under the Crown Commercial Services Dynamic Purchasing System, emphasising the requirement for reliable and experienced providers in the field. Small and medium-sized enterprises (SMEs) with a focus on innovative research methods are well-positioned to deliver the comprehensive analysis and recommendations needed, thereby enhancing their portfolio and expanding into governmental contracts.
