Summary of the contracting process

The Foreign, Commonwealth and Development Office procured services for Phase 2 of the ASEAN-UK SAGE programme, supporting inclusive, equitable quality education and improved learning outcomes for children across Southeast Asia. Five valid final-stage bids were received. Adam Smith International Ltd was awarded the contract on 10 August 2026 for £8,669,631 net (£8,699,631 gross). The contract period runs from 24 August 2026 to 31 March 2029, with a possible extension to 31 March 2030. The extension may add up to £3,000,000. Evaluation considered six quality areas, including regional leadership, foundational-learning expertise, programme management, ASEAN contextualisation, team mobilisation, and financial management, alongside staffing and other delivery costs. Monthly invoicing applies, with 25% of payment linked to KPI performance. The contract was expected to be signed by 21 August 2026.

This award demonstrates demand from the Foreign, Commonwealth and Development Office for substantial, multi-country education and development delivery capability in Southeast Asia. Suppliers best placed for a future requirement would combine expertise in foundational learning, structured pedagogy, early-grade education and Teaching at the Right Level with experience supporting government reform, ministry capacity building and evidence-based policy. Credible delivery also requires strong ASEAN or comparable country knowledge, established regional partnerships and the ability to work across Cambodia, Laos, Timor-Leste and the Philippines. Organisations should be able to lead downstream partners, mobilise and deploy teams, maintain surge capacity and manage delivery chains. Robust monitoring, evaluation and learning, safeguarding, duty of care, fiduciary controls, fraud mitigation, data protection, financial forecasting and value-for-money systems would be central to a competitive proposition.

Notice Description

The ASEAN-UK SAGE programme is a six-year Business Case funded by the UK's Foreign, Commonwealth and Development Office (FCDO) through the UK Mission to ASEAN. Delivered in two phases, the UK Mission to ASEAN is now seeking eligible organisation(s) to deliver a three-year Phase 2. Phase 2 will run for three UK financial years, from August 2026 to March 2029, with a total budget of PS9,000,000. It will be delivered by a lead organisation under an agreement with the UK Mission to ASEAN, supported by downstream partners as needed. The focus of ASEAN-UK SAGE is to support inclusive and equitable quality education for children across Southeast Asia Region in close collaboration with ASEAN secretariat, especially for girls and the most marginalised, contributing to regional integration and narrowing of development disparities between ASEAN Member States (AMS) . The emphasis in Phase 2 will be on the use of evidence to improve learning outcomes and inclusion, especially for priority countries in the region.
