Summary of the contracting process

The upcoming procurement process is organised by The Chief Constable for Hampshire and the Isle of Wight, focusing on the acquisition of ballistic body armour. This process is currently in the planning stage with intentions to explore market options through preliminary engagement. The procurement specifically targets manufacturers and suppliers holding or seeking certification under the Home Office Body Armour Standard (2017). The deadline for submitting certification details is set for 7th October 2025. Situated within the public authority sub-central government framework, this procurement pertains to the industry category of garments for anti-ballistic protection, classified under the CPV code 35815000. The delivery location is specified as the UKJ3 region, United Kingdom, with the contract period anticipated to commence on 1st May 2026.

This tender represents a strategic opportunity for businesses, particularly small and medium enterprises (SMEs), specializing in certified ballistic body armour production or supply. With the objective of understanding market capabilities, the Hampshire and the Isle of Wight Constabulary seeks to engage with businesses that can either demonstrate existing certification or provide timelines for certification processes. As the contract allows for renewals and has a significant term length extending up to 2036, it presents substantial business growth possibilities for companies adept at meeting rigorous safety and compatibility standards. Firms positioned to offer compliant products will find this an attractive opportunity to collaborate with a major public authority.
