Summary of the contracting process

The University of East Anglia commissioned architectural, engineering and planning services to bring its closed Grade 2* listed Ziggurat buildings back into use with a feasible future use for at least 50 years. The requirement covered two service areas: refurbishment of the existing buildings, and development of a wider proposal for the buildings. The selected development proposal is intended to support concept designs and services up to RIBA Stage 3, including applications for Full Planning and Listed Building Consent where required. The work is for the Ziggurat buildings at the University’s Norwich site. The procurement was divided between refurbishment of the existing buildings and development proposals, with the latter awarded to Allford Hall Monaghan Morris Limited, an SME architectural practice.

The procurement is complete following an open, two-stage competitive flexible procedure involving dialogue and negotiation. Submissions closed on 2 December 2025 at 17:00, with the award period ending on 30 June 2026. Lot 2, Development Proposal, was awarded to Allford Hall Monaghan Morris Limited on 7 August 2026 for £1.4 million gross. A standstill period runs until 19 August 2026; the planned signature date is 30 September 2026. The contract is scheduled from 1 October 2026 to 30 September 2027, with possible extension to 30 September 2029 if the overarching construction project proceeds. Lot 1 covered refurbishment of existing buildings only. Its recorded tender and lot values were £0 gross, while Lot 2’s recorded tender and lot value was also £0 gross. Lot 2 was evaluated on quality at 70% and commercial approach, including affordability and return on investment, at 30%.

This procurement indicates demand from the University of East Anglia for specialist architectural teams able to work with complex, listed university buildings and develop credible long-term reuse proposals. A competing supplier would need conservation and heritage-design capability, experience preparing concept designs and RIBA Stage 3 information, and the technical ability to support planning and listed-building consent applications. The requirement also favours teams that can combine design quality with a commercially credible approach, demonstrating affordability and potential return on investment. Experience of developing viable future uses, working through dialogue and negotiation, and coordinating architectural, engineering and planning disciplines would strengthen a future response. The awarded supplier’s SME status shows that a suitably capable smaller practice can compete, provided it can demonstrate the necessary expertise, capacity and delivery team for a substantial regeneration project.

Notice Description

The University of East Anglia invited submissions from design teams interested in developing proposals to bring the closed iconic Grade 2* listed Ziggurat buildings back to life with a feasible and viable future use for at least the next 50 years. This award follows a design competition format, with a first stage open to all interested suppliers from which the designers or design teams for up to a revised four from three of the submissions were invited to progress to the second phase to develop their initial high-level proposals into concept designs and submit a tender to provide up to RIBA Stage 3 Design services to enable the submission of Full Planning and Listed Building Consent applications (where applicable). An honorarium payment of PS10,000 (+ VAT) will be provided to each selected designer or design team invited to progress to Stage 2 of the Invitation to Tender, to assist with the cost of their Stage 2 submission. The advertised contractual value is representative of the potential overall opportunity, pending development of a broader and overarching construction programme/project to address the refurbishment of the Ziggurat structures.
