Summary of the contracting process

Woven Housing Association procured a land, design and build scheme for social housing in Dungiven, Northern Ireland. The appointed developer is required to provide a single site accommodating between 25 and 40 housing units, then design, construct and complete the scheme for the association. The work covers site preparation and development, building construction and installation, architectural and related services, and building completion. Delivery must meet the Department for Communities Housing Association Guide, Woven Housing Association’s requirements and statutory body requirements. This is a combined land supply, development and construction opportunity rather than a standalone building or professional services commission. It is relevant to developers, landowners, housebuilders and construction-led design-and-build organisations able to deliver an entire residential scheme.

The procurement is complete and has been awarded following a selective competitive flexible procedure. The process included a request-to-participate stage, an invitation-to-tender stage, possible negotiation and a possible final tender stage. One valid bid was received. Carnabane Building Contractors Ltd was awarded the single lot on 11 March 2026, with an awarded value of £6,700,000 excluding VAT and £8,040,000 including VAT; the published award value was later amended to correct a typing error. The award was evaluated on quality at 60% and price at 40%. The award contract period was 31 March 2026 to 31 March 2028. The contract was signed on 1 July 2026, became active on 2 July 2026 and runs to 1 July 2028, at the same stated value.

This procurement demonstrates demand from Woven Housing Association for integrated social-housing delivery in Dungiven, with the developer taking responsibility from land assembly through design, construction and completion. A credible future competitor would need access to an appropriate single development site, residential design capability, construction and building-services capacity, and the ability to manage site preparation, statutory requirements and housing-association standards within one delivery team. Evidence of delivering comparable social or subsidised residential accommodation would strengthen a bid, alongside robust programme control, quality assurance and health-and-safety management. The contract’s performance measures indicate the buyer expects construction stages to be delivered on time, homes to pass first handover inspections with minimal defects, defects to be resolved promptly, and site safety audits to be fully complied with.
