Summary of the contracting process

NHS Shared Business Services Limited plans to establish a national framework for public sector construction works on behalf of NHS, social care and other approved public or private sector organisations. The scope covers construction, refurbishment, demolition, maintenance and civil engineering projects across the UK, Guernsey, the Isle of Man and Jersey. Three work areas are planned: regional minor works, regional intermediate works, and nationally delivered major works. Minor works are expected to include simple projects, extensions and maintenance; intermediate works will cover moderately complex projects; major works will involve large-scale, complex construction and civil engineering with dedicated project teams and extensive management. The framework may be used by authorised NHS and wider public sector bodies.

This procurement is at the planning stage: NHS SBS has announced its intention to procure and has undertaken pre-procurement market engagement and a bidder webinar, but has not yet issued an invitation to tender. The expected method is an above-threshold open procedure for a framework agreement, with call-offs awarded competitively by default or, in some cases, without reopening competition. The indicative tender release is mid to late November 2026, followed by an expected eight-week tender period; the tender response deadline is 8 January 2027 at 12 noon. The framework is planned to run from 8 December 2027 to 7 December 2031. Its estimated value is £750 million excluding VAT (£900 million including VAT). Each lot is scored 60% quality, 10% social value and 30% commercial. A 1% to 0.5% award levy applies by lot.

The framework is intended for construction contractors able to deliver public sector work at regional or national scale. It is suitable for SMEs and voluntary, community or social enterprises, including firms specialising in minor works, refurbishment, maintenance, demolition, intermediate construction, major works or civil engineering. Suppliers should be prepared to demonstrate both economic and technical capability, with the detailed requirements to be set out in the procurement documents. Major Works suppliers will need capacity for projects of at least £15 million, complex programmes, substantial investment, multiple stakeholders, advanced or innovative requirements and dedicated project teams. Strong sustainability and social value proposals will be important because these elements will carry significant weight in evaluation. Registration for electronic tendering will require a valid DUNS number and current Core Supplier Information.

Lot Information

Minor Works (PS0m to PS5m) - Regional

This Lot is for minor works, including but not limited to construction, refurbishment, and demolition projects across the entire public sector. Each individual Call-Off Contract shall have a maximum value of PS5 million. Suppliers within this Lot are organised into twelve geographical areas. Projects procured through this Lot typically have the following characteristics: * Simple construction projects. * Extensions, refurbishments, or maintenance tasks. * Often utilise simplified model form contracts such as JCT or NEC4 model forms.

Intermediate Works (PS5m to PS15m) - Regional

This Lot is for intermediate works, including but not limited to construction, refurbishment, and demolition projects across the entire public sector. Each individual Call-Off Contract shall have a value ranging from PS5 million to PS15 million. Suppliers within this Lot are organised into twelve geographical areas. Projects procured through this Lot typically have the following characteristics: * Moderate level of complexity. * Necessitates comprehensive provisions. * Does not involve highly complex building services or specialised work. * Contracts are more detailed than a minor works contract, though less comprehensive than a standard building contract.

Major Works (PS15m+) - National

This Lot is for major works, including but not limited to construction, refurbishment, and civil engineering projects across the entire public sector. Each individual Call-Off Contract shall have a minimum value of PS15 million with no maximum value specified. Suppliers within this Lot operate on a national basis across the whole UK. Projects procured through this Lot typically have the following characteristics: * Large-scale and complex endeavours. * Necessitates extensive planning, substantial investment, and comprehensive management. * Significant monetary value and organisational complexity. * Numerous stakeholders and advanced technological or innovative requirements. * Dedicated project teams. * Potential to influence departmental budgets and establish costly precedents.

Planning Information

NHS Shared Business Services (NHS SBS) are consulting on a proposal to tender for the renewal of the existing Public Sector Construction Works (PS-Works) framework agreement to support NHS organisations and the wider public sector in procuring these services. The current framework agreement will expire on 16th December 2027. To help define and develop our national procurement strategy and to assist with the development of our service specification to meet the needs of NHS organisations and the wider public sector, NHS SBS are engaging with potential suppliers (as part of preliminary market engagement) prior to the release of a Tender Notice on the Find a Tender website. The existing framework agreement includes the following Lots, which are under consideration during this preliminary market engagement: Lot 1 - Public sector and healthcare: £0m - £2.5m (12 regions) Lot 2 - Public sector and healthcare: £2.5m - £5m (12 regions) Lot 3 - Public sector: £5m - £15m (12 regions) Lot 4 - Public sector: £15m - £35m (national) Lot 5 - Public sector: £35m+ (national) Companies wishing to participate in the preliminary market engagement should complete the Preliminary Market Engagement Questionnaire (PMEQ) by the following deadline: 12pm on Thursday 13th November 2025. https://discovery.ariba.com/rfx/23475396 The aim of the PMEQ is to notify the market of NHS SBS's future plans, gauge interest in the opportunity from the market, and understand how it should be structured to provide a best in class offer. PRELIMINARY MARKET ENGAGEMENT QUESTIONNAIRE NHS SBS would like to obtain the markets views, suggestions, and proposals during this preliminary market engagement. All submissions will be treated confidentially. Please note, companies are not required to respond to all questions within the PMEQ. POSSIBLE SUBSEQUENT ENGAGEMENT NHS SBS may host open virtual forums (such as webinars) to engage further with the market following analysis of PMEQ responses. Within the PMEQ, companies need to confirm whether they would like to participate in such further engagement, and if so, provide contact details for their nominated attendee.
