Summary of the contracting process

Babergh District Council and Mid Suffolk District Council are jointly organising a procurement process for Mechanical & Electrical Installations across domestic and light commercial properties. The tender, titled "Mechanical & Electrical Installations," falls under the industry category of works involving electrical and mechanical installations, heating, and ventilation systems, among others. The location of the project is within Ipswich and its surroundings in the UKH14 region. The procurement is currently at the Award stage as of 22 April 2026, with the contracts expected to start on 1 June 2026 and extending potentially until June 2031. The tender process employed a selective procurement method characterised by a competitive flexible procedure, where suppliers were invited to tender. The standstill period ends on 1 May 2026, with a future contract signature date slated for 6 May 2026. This procurement process entails significant works, with a gross contract value of £13,200,000 distributed between Babergh and Mid Suffolk District Councils.

The tender presents noteworthy opportunities for businesses, particularly those specialising in mechanical and electrical services. Large businesses such as Surserve Compliance North and Dodd Group (Eastern) Limited have been identified as suppliers, along with SMEs like Houghton & Son Ltd and PFL Electrical Ltd. Companies capable of providing comprehensive installation services, energy-efficient solutions, and upgrades to existing systems are well-suited to compete. The tender's division into lots allows for participation without exceeding the capacity of single suppliers, potentially awarding contracts based on lot priority to maintain balance. With evaluation criteria heavily weighted on price and technical evaluation at equal measures, businesses with competitive pricing and robust technical presentations will be positioned favourably. Thus, this tender not only hinges on technical competence but also fosters business growth through subsequent contract renewals based on performance and quality outcomes.
