Summary of the contracting process

The London Borough of Hammersmith and Fulham is undertaking a procurement process titled "H&F Adult Learning & Skills October 2025", focusing on services within the adult education sector. This initiative aims to subcontract the delivery of programmes supported by the Adult Skills Fund, targeting areas such as Business and Digital Skills, Employability, Green Skills, Creative Skills, and Health and Wellbeing, along with STEM-related subjects. The tender follows an open procedure and operates under a light touch regime. Contracts will be awarded to qualified providers within the borough with a total gross value of £1,752,000. The procurement stages have progressed to the award and contract stages, with several agreements already signed. Key locations include the White City Innovation District, indicating a strong regional focus in London. Key dates include the start of contract periods on 23rd February 2026 with options to extend, highlighting the long-term potential of these contracts.

This procurement process presents ample opportunities for businesses within the adult education industry. SMEs and large organisations providing adult learning services are ideal contenders, especially those with expertise in the specified skill areas such as digital media, science technology, and green energy. With a strong focus on employability and linking education to employment in construction, health care, and creative industries, businesses can benefit significantly from these contracts. Providers that demonstrate high-quality service delivery and social value will stand out, as these are critical award criteria. By tapping into this initiative, businesses can bolster their reach within the community, enhance their service offerings, and contribute to workforce development in the Hammersmith and Fulham region.
