Summary of the contracting process

The Utility Regulator (UREGNI) has completed a procurement process for the role of the Programme Administrator under the Northern Ireland Sustainable Energy Programme (NISEP). This tender, identified as DAC 22/25, involves energy efficiency initiatives primarily targeting vulnerable consumers and is part of a substantial annual funding arrangement collected from electricity users. The procurement, conducted through a direct award due to intellectual property rights held by the supplier, was awarded to ENERGY SAVING TRUST ENTERPRISES LIMITED. The procurement falls under the services category with a value of £2,400,000 (gross) and spans the period from 1st February 2026 to 31st March 2028, with potential renewals extending to 2030. The project is regulated under Northern Irish devolved regulations, reflecting its public authority sub-central government classification.

This contract presents a significant opportunity for businesses in the energy efficiency sector, particularly those with expertise in public utilities. Given the nature of the direct award, businesses possessing robust intellectual property and specialized tools for energy management are best positioned to compete in this sphere, highlighting the importance of owning niche technical capabilities. The awarded contract signifies an impactful role in the administration of sustainable energy measures, offering a pathway for businesses to expand their service portfolio in an increasingly green-conscious market. Firms active in energy and utilities, as well as those with a strong foundational understanding of regulatory compliance and public service obligations, would be ideally suited to engage with such opportunities in the future.

Notice Title

NISEP Programme Administrator

Notice Description

The Northern Ireland Sustainable Energy Programme NISEP funds energy efficiency measures with most funding targeted at vulnerable customers. It is an 8 million fund collected annually from electricity customers through a public service obligation (PSO) levied on NIE Networks customers. The Department for the Economy DfE also uses NISEP as a vehicle to distribute additional government funding to support domestic energy efficiency. The UR are required to administer this scheme under NIE N's licence condition 43. The contract is for a supplier to act as a Programme Adminstrator for NISEP.

Procurement Information

The supplier owns the intellectual property fundamental to administering the NISEP, this includes several tools/models that are unique and necessary to administer the scheme and accurately account for energy and carbon savings. Given the level of expertise required and the difficulties replicating the intellectual property, it would be impractical to employ a new provider as a significant lead in time is necessary. The preparatory work required and overlapping nature of the NISEP years, coupled with the uncertainty surrounding any extension announcements, do not make it an attractive prospect for potential new Programme Administrators. In addition to the impracticalities of contracting a new provider any transition would also involve some cost duplication with the supplier who at the very least is required to audit past schemes while another administrator would need to start afresh with developing the tool and accepting bids for the following year. It is vital that a robust framework is in place to ensure that the NISEP delivers VFM.
