Summary of the contracting process

East Devon District Council, based in Honiton, led the procurement process for the "1030b District Wide Car Park Resurfacing Works," focusing on resurfacing car parks in Exmouth and Ottery St Mary. The procurement, categorised under construction work, followed an open competition method below threshold value and was completed with an award phase on 15th January 2026. The initial phase, launched on 17th October 2025, invited tenders with submissions closing on 14th November 2025. The contract commenced on 6th January 2026, with an opportunity for an extension due to possible delays from weather conditions.

This procurement offers growth opportunities primarily for firms experienced in large-scale construction and civil engineering, particularly those adept in car park resurfacing. Large construction companies, such as Cormac Contracting Ltd, have successfully engaged, demonstrating a robust market for high-quality resurfacing operations. The competitive nature of this tender, which drew interest from 11 initial bids including seven from SMEs, suggests that both large enterprises and suitably equipped smaller firms could compete strongly for similar future projects, fostering business expansion through government contracts.
