Summary of the contracting process

Hampshire County Council procured removals, storage, installation and environmentally responsible disposal for corporate departments and general moves. The procurement is complete and was run as an above-threshold open procedure. It established a framework with up to four contractors, using direct awards and, for some requirements, competition between framework suppliers. Lot 1, for corporate departments, was awarded to AGM Bishops Limited on 7 January 2026 at £1,450,000 net (£1,740,000 gross), for 1 March 2026 to 28 February 2030; the signed contract runs to 1 March 2030. Lot 2, for general moves and environmental disposal, was awarded to Johnsons Business Moves, Ede’s UK Ltd and MJF Interiors Limited on 7 January 2026 at £50,000 net (£60,000 gross), for the same period. A further Lot 2 award, recorded on 16 January 2026 as pending, names Johnsons 1871 Limited, Kwikshift European Transportation & Logistics Ltd and Harrow Green Limited at the same value. Evaluation used price per quality point, assessing price, service delivery, environmental disposal, framework management and customer service. A 3% rebate on net sales was payable annually to the Council under the framework.

This requirement suits removals and relocation businesses able to combine professional moving operations with secure storage, retrieval, installation and environmentally responsible disposal. Credible suppliers need dependable service delivery, customer-service and framework-management processes, together with the capacity to handle corporate departmental moves and general moves for public-sector customers across Hampshire and the Isle of Wight. Environmental disposal capability is a defined quality area, so firms should be able to demonstrate compliant handling and disposal arrangements. The appointed supplier mix shows that both SMEs and larger established logistics or removals companies can compete. Suppliers would also need the financial and administrative discipline to report annual sales, support rebate calculations and operate under Council purchase-order terms. The framework model rewards organisations able to deliver directly and, where required, participate in further competition.

The requirement has been revised following pre-tender research. After award of the Framework Agreement, the Contractors will be required to liaise directly with the Contracting Authority regarding any specific requirements.
