Summary of the contracting process

Two Rivers Housing procured insurance and related services for its UK operations. The scope covers property damage and business interruption, employers’, public, products and property owners’ liability, business combined and office cover, money, all-risks, computer, contract works, group personal accident, professional indemnity, fidelity guarantee or crime, employment practices liability, motor, cyber, terrorism and political violence, directors’ and officers’ liability, and alternative risk financing. The procurement was divided into seven service areas: general property and liability risks, motor, cyber, terrorism, non-Pool Re terrorism or political violence, directors’ and officers’ liability, and alternative risk financing. Two Rivers Housing was the buyer, with Gibbs Laidler Consulting acting for it. Services are delivered across the United Kingdom.

The procurement is complete and has reached award. It used a selective competitive flexible procedure with multiple stages, including conditions of participation and three tendering stages. Awards dated 6 August 2026 were made to Zurich Insurance Company Limited for general property and liability risks (£2,975,000 gross), motor (£400,000) and cyber (£80,000), and to Advisory Insurance Brokers Limited for non-Pool Re terrorism or political violence (£37,500) and directors’ and officers’ liability (£29,500). Active award records also cover the terrorism and alternative risk financing lots. The original total estimated value was £4,936,875 gross. Contracts run from 1 October 2026 to 30 September 2029, with renewal options to 30 September 2031. Expressions of interest and enquiries closed on 17 February 2026; the award period ended on 15 July 2026. Evaluation weighted quality 60% and cost 40%.

This procurement shows sustained demand from a housing provider for a broad, multi-disciplinary insurance programme rather than a single policy. Suppliers well placed for comparable work include insurers, specialist insurance brokers and risk-financing providers able to design and place cover across property, liability, motor, cyber, terrorism, political violence and management risks. Credibility would require strong technical insurance knowledge, access to suitable risk carriers where broking is involved, and the capacity to manage several policy areas for one housing organisation. The process also accepted SME and voluntary, community or social enterprise participation across all lots. Competition was strongest in the specialist areas: the recorded final-stage bid counts were six for cyber and directors’ and officers’ liability, four for motor and non-Pool Re terrorism or political violence, and three for general property and liability risks.
