Summary of the contracting process

Lincolnshire County Council is at the planning stage of a procurement process, seeking to establish an Open Framework Agreement under the Light Touch Regime for the delivery of Adult Skills and Employment Programmes. This initiative, with a contractual value of £60 million, aims to support skills devolution from 2026/27 and entails a long-term commitment, with the contract period extending from March 2026 to March 2030, and potential renewals extending up to March 2034. The council has scheduled two Pre-Market Engagement sessions via Microsoft Teams on 4th and 6th November 2025, inviting potential providers to participate. These sessions serve informational purposes and do not affect future procurement outcomes. The formal procurement process is expected to start in November 2025, focusing on education and training services in the UKF3 region.

This tender offers significant opportunities for businesses specialising in the education and training sector, particularly those delivering adult education services. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are especially encouraged to consider participation, given the tender's alignment with their capabilities to provide localised and specialised services. By securing a place in this framework agreement, businesses can contribute to the region's economic growth, access a substantial and stable revenue stream, and enhance their market standing in the public sector.
