North East Lincolnshire Borough Council sought operators to run local bus services. The requirement covers the Europarc services 1, 2 and 20, linking Cleethorpes and Grimsby with Europarc Business Park, and the 5M service between Immingham and Stallingborough. This opportunity suits established bus operators able to deliver several linked local routes and maintain reliable access to employment, training and education. Suppliers needed vehicles and drivers licensed for PSV/PCV operation, and the service had to be registered with the Traffic Commissioner as a local bus service. The evaluation placed most weight on price, while also testing practical delivery planning, continuity and disaster recovery, vehicle provision, ticketing, hygiene, customer service, marketing and contract management. Bidders also needed to address social value and carbon footprint. The council marked the requirement as suitable for SMEs and voluntary, community and social enterprises. The contract required operators to price four possible extension options for the Europarc service; the council intended to decide which options would proceed to full evaluation against its budget envelope.

North East Lincolnshire Council is seeking tenders from suitably qualified operators of public bus services to award a contract for the Europarc 1, 2 and 20 bus service, which runs between Cleethorpes, Grimsby and Europarc Business Park and the 5m bus service and the 5M service which runs from Immingham to Stallingborough. Europarc is located on the western edge of the Grimsby urban area approximately 4km from Grimsby Town Centre. It was created in 1997 as a major high quality business park of regional significance. It has developed incrementally and successfully since that time. However, due to its out of town location, residents without private transport are reliant on the current bus service to access employment at the location. The 5M bus service currently operates from Immingham County Hotel, to CATCH and Millennium Organic Chemicals and allows local people to access work, training and education

Options: Tenderers are required to price for option 1 - option 4 for the Europarc element of the bus service. Following the submission of tenders, the local authority will review each providers tender submission including the options submitted by each provider. An assessment will be made which options fit within the available budget envelope. At this stage providers will be informed which options will be subject to the full tender evaluation.

Renewal: There are 4 x 12 month extensions available.
