Summary of the contracting process

The public procurement process executed by Crescent Purchasing Limited, based in Salford, UK, involves the legal services industry, specifically through the Legal Services Framework contract awarded on 30th March 2026. This procurement, managed under an open procedure, aims to streamline access to a wide range of legal services for educational institutions and the wider public sector across the United Kingdom. The framework is structured into a single lot with various sub-categories covering education law, governance, regulatory compliance, employment law, property, commercial contracts, litigation, and criminal law. It follows a procurement stage completion with active awards, with the contract period extending until 29th March 2029, potentially renewable until 2030.

This framework presents substantial business growth opportunities for legal firms with expertise in advisory and representation across diverse legal sectors. Firms capable of providing cost-effective and high-quality advice in areas such as education law, governance, commercial contracts, and litigation are well-suited for this tender. Businesses that can deploy resources efficiently and offer tailored legal support to educational entities and local authorities will benefit from this structured legal services procurement. The pre-vetted suppliers within this framework ensure transparency and reduce procurement complexities, allowing organisations to access specialist legal support effectively and fostering potential expansion in the public sector legal market.

Notice Description

The new Legal Services Framework is a re-tender of the previous legal services framework that was managed by a third party on behalf of CPC. This has now been brought in-house and will be contract managed by CPC for its duration. The old framework consisted of 7 lots which has now been reduced to one with 14 suppliers. This aims to provide members with a comprehensive range of legal services through a streamlined route to market. This simplified lot structure reduces procurement complexity and enables members to access specialist legal support quickly and efficiently, while ensuring high-quality, tailored legal advice to meet their specific needs. The framework brings together a strong panel of experienced suppliers capable of delivering high-quality, cost-effective legal advice and representation. Services are available to schools, academies, colleges, universities and educational trusts, as well as local authorities and organisations across the wider public sector via Crescent Services. The new framework offers a wide range of benefits such as: * Single lot covering a wide range of legal services * Efficient, streamlined procurement process * Pre-vetted and evaluated suppliers that provide high-quality, cost-effective legal advice and representation * Suppliers cover a wide range of support across education, governance, employment, property, commercial, litigation and more * Set pricing at framework level; pricing schedules can be shared with members, so you know costs upfront with no hidden fees * Call-off Conditions of Contract set at framework level; no need to review complex supplier terms and conditions
