Summary of the contracting process

Torbay Council procured face-to-face Holiday Activities and Food Programme services for children and young people eligible for free school meals. Lot 1, Torquay sites, was awarded to Pro-Coaching Education, Plymouth Argyle Football in the Community Trust, Achieve4All, Torquay United Community Sports Trust, Shear Soccer and Kinetic Sports Group for £135,615 net (£162,783 gross), from 3 April 2026 to 2 April 2027. Lot 2, Paignton sites, was awarded to Plymouth Argyle Football in the Community Trust, Pro-Coaching Education, Shear Soccer and Kinetic Sports Group for £92,404 net (£110,885 gross) over the same period. Lot 4, for 13–16-year-olds, went to Plymouth Argyle, Pro-Coaching Education and Torquay United Community Sports Trust for £29,948 net (£35,937 gross). Lot 5, for children with complex SEND, went to BreadForLife, Taleblazers CIC and Turning Heads for £47,722 net (£57,266 gross). Lot 3, Brixham sites, reached final status on 18 February 2026 without an awarded supplier. Quality method statements counted for 70% and price for 30%.

This award shows that Torbay Council buys local, face-to-face holiday provision through a multi-provider framework, with opportunities divided by geography, age group and additional needs. Credible future suppliers will need to design and deliver safe, engaging activities alongside food provision for children eligible for free school meals, and demonstrate the quality of their delivery approach through structured method statements. Notice Description

Torbay Council has been successful in obtaining grant funding by the Department for Education (DfE) to roll out a Holiday Activities and Food Programme for 2026. The purpose of the funding is to ensure that children and young people have access to food and activities over the school holiday periods where they are eligible for Free School Meals. Local Authorities require face-to-face provision over the school holidays. The number of children / young people eligible for the provision is estimated to be around 5,451. As a minimum, it's expected that roughly 20-25% of those eligible will take up the offer per School Holiday. Torbay Council are procuring an open framework for this requirement. The time period of the framework and the reopening arrangements are subject to confirmed funding from the DfE.
