Summary of the contracting process

The Royal Borough of Kensington and Chelsea procured external refurbishment works at Hanwell Chapel, a Grade II listed building in London. The requirement covers repairs to the vestry roofs, including joist replacement, repairs to external stonework, replacement rainwater goods and new fencing around the catacombs. The works are intended to address water ingress and damp, prevent further deterioration of the building and protect the structural integrity of the catacombs. This is a building refurbishment and conservation contract for a contractor able to manage work on a listed property, including fabric repairs, roofing, drainage and protective fencing. Planning and listed building consent were required for the works, with contract award conditional on the necessary approvals.

The procurement has been awarded and the tender is complete. It was a below-threshold open competition with one lot, and bids were evaluated on quality weighted at 60% and price at 40%. The original estimated value was £195,000 excluding VAT (£234,000 including VAT). PIERRA Limited was awarded the contract on 14 April 2026 for £213,637.24 excluding VAT (£256,364.69 including VAT). The contract was signed on 20 August 2026; the recorded contract value is £213,637.42 excluding VAT (£256,364.90 including VAT). The contract period runs from 21 August 2026 to 18 December 2026. Twelve bids were received, including ten from SMEs. Electronic submission was allowed and enquiries closed on 21 November 2025.

This procurement indicates demand from the Royal Borough of Kensington and Chelsea for specialist refurbishment and conservation contractors able to work on listed buildings. A credible future supplier would need practical experience repairing historic roofs and roof structures, external masonry and stonework, rainwater systems and site fencing, with the ability to control water ingress, damp and associated building deterioration. Capability in coordinating or working subject to planning and listed building consent would be important. The requirement suits an SME-sized contractor with sufficient capacity to deliver several building-fabric disciplines within one project and to provide evidence of quality, not only competitive pricing. The ten SME bids show that comparable businesses were active competitors for this type of work.

Notice Title

Hanwell Chapel Refurbishment Works

Notice Description

The Council is seeking a suitably qualified Contractor to complete the external refurbishment works to Hanwell Chapel, a grade II listed building. The works include roof repairs to the vestry areas (including joist replacement), exterior stonework repairs, replacement rainwater goods and new fencing to the catacombs area. The work is required as the building is currently subject to water ingress and damp, without these works both the interior and exterior of the building will continue to deteriorate and result in more serious damage. The fencing is required to protect the structural integrity of the catacombs. The Planning and Listed Building consent for the works has been applied for, and decision is pending. The award of contract is subject to the necessary Planning and Listed Building Consent being approved.
