Summary of the contracting process

APUC Limited is procuring mass spectrometry and chromatography equipment, associated consumables and accessories, gas-generation systems, and servicing, maintenance and repairs. The framework is intended for universities, colleges and other public bodies across Scotland and the wider UK, including higher and further education institutions, NHS Scotland organisations, Scottish Government bodies, SEPA, Police Scotland and other named public-sector organisations. The equipment scope covers liquid and gas chromatography, standalone and integrated mass spectrometry, GC-MS, isotope-ratio and inductively coupled systems, detectors, generators, compressors and laboratory consumables. Maintenance and repair services cover equipment supplied through the framework and existing equipment outside warranty. The main category is mass spectrometry equipment, with chromatography and gas generators also included.

The buyer invited offers through an open procedure for a framework agreement, with electronic submission in English. The tender deadline was amended to 24 July 2026 at 14:00, and tenders were scheduled to open at 15:00 the same day. The framework has nine lots, covering equipment, consumables and accessories, and separate servicing and repairs for analytical instruments and gas generators. Each lot has a 720-day contract period and may be extended by up to two further 12-month periods. The total estimated framework value is £160,000,000 excluding any stated tax treatment. Evaluation is quality and price: most lots use 80% quality and 20% price, while consumables and accessories use 50% each. Up to 80 suppliers may participate.

This opportunity suits manufacturers, authorised distributors and specialist service providers of laboratory analytical equipment. Relevant capability includes supplying and integrating liquid or gas chromatography and mass spectrometry systems, including GC-MS, ICP-MS, isotope-ratio, MALDI, ion-trap and detector technologies. Suppliers may also compete for gas generators, compressors, laboratory columns, standards, tubing and vials, or for comprehensive and preventative maintenance of equipment inside and outside warranty. Bidders need sufficient technical resources to support public-sector institutions across the UK and to provide quarterly management information on institutional spend. For lots 1–6 and 8–9, evidence of £5 million employer’s, public and product liability insurance is required; lot 7 requires £5 million employer’s and public liability and £2 million product liability. Two years’ audited accounts, or a banker’s support letter for a new business, are required.

Lot Information

Liquid Chromatography/Mass Spectrometry Systems (LC/MS)

This Lot is intended for the supply of fully integrated liquid chromatography-mass spectrometry (LC-MS) systems, supplied as a complete solution. This lot also includes less frequently purchased components, for example: matrix assisted laser desorption/ionisation (MALDI) and ion traps.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions requirements.

Mass Spectrometry Systems

This Lot is intended for the supply of routine analytical mass spectrometry systems, capable of operating as a standalone detector, or integration with existing laboratory systems where required. For example, including, but not limited to stand alone mass spectrometers (MS); inductively coupled mass spectrometers (ICP-MS); isotope ratio mass spectrometers and other interfaces which are neither solely gas chromatography nor liquid chromatography.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions requirements.

Liquid Chromatography Systems

This Lot is intended for the supply of Liquid Chromatography. For example, autosamplers, ovens, and associated units, Ultraviolet fluorescence and other detectors which are neither Gas Chromatography nor Mass Spectrometry.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions requirements.

Gas Chromatography (GC) Systems

This Lot is intended for the supply of Gas Chromatography (GC) systems. Including, but not limited to: Flame Ionisation detector, Electron capture detector and other detectors which are not specifically Mass Spectrometers.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions requirements.

Gas Chromatography - Mass Spectrometry (GC-MS) Systems

This Lot is intended for the supply of Gas Chromatography with Mass Spectrometers (GC/MS). Including, but not limited to: Time of Flight (ToF); Quadropole (QMS); triple Quadropole (QQQ) and other Gas Chromatography/ Mass Spectrometry equipment.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions requirements.

Gas Generator Systems

This Lot is intended for the supply of Gas generators, compressors, associated utilities. Including, but not limited to: For example, Hydrogen Generators; Helium Generators, Nitrogen Generators and any other associated generator equipment

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions' requirements.

Consumables & Accessories

This Lot is intended for the supply of Columns, stationary phases, standards, tubing, vials, etc. Any general consumables or accessories which are associated with any of the equipment included in any of the other lots in this Framework Agreement.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions requirements.

Servicing, Maintenance and Repairs of Mass Spectrometry and Chromatography Equipment

Comprehensive or preventative maintenance of equipment included in lots 1-5 of this Framework Agreement which is out with its agreed warranty period including existing equipment located in institutions.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions requirements.

Servicing, Maintenance and Repairs of Gas Generator Systems

Comprehensive or preventative maintenance of equipment included in lot 6 of this Framework Agreement which is out with its agreed warranty period including existing equipment located in institutions.

Renewal: The Authority reserves the right to extend the Framework Agreement for a period of up to 2 x 12 months subject to satisfactory performance and continued Institutions requirements.
