Summary of the contracting process

The Department for Science, Innovation & Technology, a central government authority in the UK, is currently in the planning stage of a procurement process, initiated on 28 October 2025. The procurement process involves a market engagement exercise regarding an upcoming Request for Information (RFI) for "Identity Fraud Check and, Email and Phone Validation" services, forming part of the GOV.UK One Login programme. This initiative is focused on enhancing digital identity verification across government services. Interested parties must express their interest by 30 October 2025 to participate. The procurement covers various software-related services and focuses on the London area, with an estimated contract value of up to £1.2 million. Services are anticipated to start in June 2026, with the potential for renewal until June 2029.

This tender presents significant opportunities for software developers and IT service providers specialising in database and networking software solutions. Businesses that excel in security software and identity verification technology could find this RFI a suitable entry point to expand their portfolio into the public sector. Participation in the RFI will allow businesses to influence the final tender specifications and exactly match government needs, providing a strategic advantage in future procurement processes. As this precedes a formal procurement phase, engaged suppliers can better position themselves in a burgeoning market driven by governmental digital transformation efforts.

RFI - Identity Fraud Check and, Email and Phone Validation

Notice Description

THIS IS A MARKET ENGAGEMENT EXERCISE ONLY Introduction: The Buyer is delivering the GOV.UK One Login programme and system; a single, ubiquitous and secure way for users to log in and, where necessary, prove who they are to access central government services. It will replace multiple legacy systems across government, transforming the user experience and reducing duplication, improving counter-fraud protection and realising significant financial benefits. The core of the system is live. Users can create an account, log in and prove (and then reuse) their identity through either a web-based journey or smartphone app to access a growing number of government services. Over 3 million people have so far proved their identity through GOV.UK One Login. Purpose: Government Digital Service (GDS) is conducting this market engagement exercise to gather information from suppliers regarding the potential procurement for the provision of email and phone validation service as well as an Identity Fraud checks service.
