Summary of the contracting process

Salisbury NHS Foundation Trust plans an apprenticeships and education services framework, developed with the North of England Commercial Procurement Collaborative (NOE CPC) and London Procurement Partnership (NHS LPP). It covers four areas: apprenticeship standards and end-point assessment; clinical education and training; non-clinical education and training; and digital, data and technology education. The scope includes accredited and non-accredited learning, continuing professional development, professional qualifications and workforce development. Apprenticeships span healthcare and care, health sciences, digital and IT, cyber security, business, leadership, finance, procurement, human resources, estates and customer service, as well as other corporate functions. The framework is intended for NHS organisations and other eligible public bodies. Delivery is across the United Kingdom.

This is at the planning stage: the buyer has set out its intention to procure, but has not invited tenders. It expects to use an open procedure to establish an open framework. The framework is planned to run from 1 April 2027 to 31 March 2034, with the next notice expected on 17 November 2026. The stated total estimated value is £2.625 billion. There are four lots, covering apprenticeships, clinical education, non-clinical education, and digital and data education. Suppliers will need to meet each lot’s mandatory eligibility, regulatory, quality and performance requirements on a pass/fail basis; there is no percentage weighting. Suppliers pay an activity-based income of 1% of framework activity, which cannot be passed on to customers. The buyer held a supplier webinar on 16 March 2026.

The framework is divided into distinct service areas, so providers can prepare around their specialist offer rather than the whole education market. It is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises across all four lots. Relevant providers include apprenticeship training and end-point assessment organisations, clinical training and continuing professional development providers, corporate and professional education businesses, and digital, data, analytics or cyber-security trainers. The buyer says appointment will depend on meeting mandatory requirements for eligibility, regulation, quality and performance, with the detailed requirements to be set out in the relevant lot return documents. Suppliers should be ready to evidence their ability to deliver the services in their chosen area and satisfy these requirements. The framework may serve NHS organisations and other eligible public-sector bodies.

The offering will be provided via a three-way collaboration with Salisbury NHS Foundation Trust, North of England Commercial Procurement Collaborative (NOE CPC) and London Procurement Partnership (NHS LPP).

Lot Information

Lot 1 - Apprenticeships

Provision of apprenticeship standards and associated End Point Assessment services, including associated apprenticeship units. All apprenticeship standards approved for delivery and published by Skills England are within scope, including newly approved standards during the framework duration. This includes, but is not limited to, care services, healthcare, health sciences and related professions; digital, IT, cyber, software and information management; and business, leadership and management, finance, procurement, HR, estates, customer service and wider corporate functions.

Lot 2 - Clinical Education Services

Provision of clinical education and training, including accredited and non-accredited learning, continuing professional development (CPD), clinical skills training, professional qualifications and related education programmes.

Lot 3 - Non-Clinical Education Services

Provision of non-clinical education and training, including but not limited to corporate, leadership, management, professional and support functions, including accredited and non-accredited learning, professional qualifications and continuing professional development (CPD) activity.

Lot 4 - Digital and Data Education Services

Provision of digital, data and technology education services, including but not limited to technical training, digital skills development, data literacy, analytics, cyber security and related workforce development programmes.
