Summary of the contracting process

The Welsh Government has awarded a contract for the provision of a national HIV Peer Support Programme in Wales. The procurement process was conducted using an open competition method below the threshold, governed by Welsh devolved regulations. The programme, commencing on 1 April 2026, aims to offer peer support to individuals living with HIV, helping to tackle the stigma and improve mental health outcomes. The awarded contract is set for an initial two-year period, with the possibility of extending up to two additional years, depending on policy requirements and budget availability. The contract was signed on 10 February 2026 and is valued at £360,000, with POSITIVELY UK identified as the awarded supplier to deliver services classified under the community action programme and community health services categories in the UK region.

This tender presents substantial opportunities for large-scale voluntary, community, and social enterprises (VCSEs) operating within the community health services sector. POSITIVELY UK, with its expertise in delivering socially impactful programmes, is particularly suited to address the diverse needs of individuals living with HIV across Wales. Businesses with robust capabilities in peer support service provision, sensitive information management, and collaboration with both NGOs and clinical services may find significant potential for growth and development through similar procurements. Additionally, enterprises specialising in culturally competent services and community engagement strategies are well-positioned to support the aims of this government-backed initiative, contributing positively to public health and social wellbeing in Wales.
