Summary of the contracting process

Caerphilly County Borough Council is undertaking a public procurement process under the tender stage for a "Framework Agreement for the Provision of Outreach / Respite Support for Children with Disabilities." The contract is listed under the health and social work services and other community social and personal services categories. The contract will be operative from 2nd February 2026 until 31st January 2030, with an option to extend for an additional 48 months, depending on review after 24 months. The framework agreement aims to ensure high-quality, cost-effective outreach and respite support to children and young people with disabilities across Hengoed, United Kingdom, under the light-touch regime of the Procurement Act 2023. The tender is managed through an open procedure, inviting interested businesses to express participation through the Proactis Supplier Portal by the submission deadline on 24th November 2025, whilst queries are entertained till 17th November 2025.

This procurement presents significant opportunities for businesses specialising in healthcare, social services, or those with expertise in providing support to individuals with disabilities and complex health needs. Notably, service providers already offering such services can retain their existing packages by successfully applying to join this framework. The framework permits both small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) to bid competitively. Although there is no quantifiable guarantee of awarded support packages or spending, participating businesses can still secure a compliant position for future opportunities and collaborate with the Council to achieve social value. The procurement’s open nature enables flexibility and ongoing opportunities for businesses to join during the framework’s duration, making it attractive for companies looking to expand their service scope while adhering to public sector standards.
