HR Recruitment Services Framework
Notice Description
To establish a traditional (closed) Framework for the provision of HR Recruitment Services (temporary and permanent, including fixed term contract roles (FTC)). The Framework will be open for call-off to: * The Contracting Authority (including any subsidiary of the Contracting Authority); and * All Shared Services for Housing (SSfH) members (current and future members) (including any subsidiary organisations of the member organisations). The Framework will be spilt into seven Lots: 1) Development & Asset Management 2) Repairs 3) Property Services 4) Customer Support 5) Finance & Procurement 6) Corporate & Professional 7) IT & Data The purpose of this Framework is to appoint Suppliers to provide temporary and permanent (including fixed term contract (FTC)) staff to fulfil a range of staff vacancy requirements at Wandle and other current and future SSfH members. Many requirements are likely to be in the London area but vacancies may be at different locations nationally. The framework will provide national coverage and Suppliers must be able to provide national coverage. Suppliers can bid for all or any combination of Lots available under the Framework. Suppliers must be able to provide temporary, permanent and fixed term contract (FTC) staff in the lot(s) for which they bid. This Framework will be awarded to multiple Suppliers as detailed in the tender documents. The maximum number of Suppliers accepted on each Lot will be four. Further information on the requirement is available in the tender documents. to access these, Suppliers must register on the ProContract etendering portal. Key project dates: Deadline for clarification questions - 5 June 2026 Deadline for submission of bids - 12 noon on 16 June 2026 Framework commences - 15 September 2026

Planning Information
On behalf of Wandle Housing Association, Habinteg Housing Association and other / future SSfH members, SSfH (on behalf of the contracting authorities) intends to undertake a tender process late 2025/early 2026 to create a framework for HR Recruitment Services. This soft market testing process is to help SSfH determine the scope of requirements and inform its approach. SSfH is inviting suppliers to respond to the following questions relating to this requirement: 1a)Is your organisation able to provide national coverage for all requirements? 1b) If not national and / or all requirements please provide information on what areas you can cover and in what industries / fields? 2) Is your organisation able to provide coverage only in London? 3) If you have suggestions for lots whether geographically or by industry type, or something else please provide them Suppliers are welcome to provide additional comments about this requirement that would encourage them to submit a bid. Responses should be submitted by email to tinarippingale@ssfh.org.uk by 12 noon on 17 November 2025. Please state in the email subject line "HR Recruitment Services Soft Market Testing." The responses will be treated in confidence and are for information only. They are to help SSfH inform its tender approach and to develop the tender documents for the contracting authorities. Responses, and lack of responses, will not affect bids received and the evaluation of them when the procurement for this goes live. This notice is not an invitation to tender and does not commit SSfH or the contracting authorities to a procurement process.

"awardCriteriaDetails": "Many requirements are likely to be in the London area but vacancies may be at different locations nationally. The framework will provide national coverage and Suppliers must be able to provide national coverage. Wandle reserves the right to eliminate suppliers who do not confirm this in their bid submission. Suppliers can bid for all or any combination of Lots available under the Framework. Suppliers must be able to provide temporary, permanent and fixed term contract (FTC) staff in the lot(s) for which they bid.
