Summary of the contracting process

Network Rail Infrastructure Limited, a prominent public authority based in London, is currently in the planning stage of a procurement process focused on level crossing and road rail access points in the Wales & Western region. This endeavour falls under the works industry category and is set to commence in April 2026, following the expiry of current arrangements in March 2026. The procurement process involves a pre-market engagement exercise inviting suppliers to partake in shaping the final procurement strategy. Interested parties are encouraged to complete a market engagement questionnaire by 14th November 2025. The total estimated value of the contract is approximately £15.6 million, and it is scheduled to span four years from 2026 to 2030. This initiative is set to operate under a Competitive Flexible Procedure and includes regional lots for the Western Route, South Wales, and North Wales, ensuring comprehensive coverage and support for planned and reactive works.

The tender presents significant opportunities for businesses operating in the rail infrastructure sector, particularly those skilled in tasks such as the installation of level crossings and road rail access points, as well as minor civils reinstatement works. Companies with expertise in TR37 Engineer Handback, SIG37, and RISQS product/service codes relevant to level crossing installation will find this opportunity especially promising. SMEs and companies driven by social value are particularly encouraged to engage, as the framework seeks innovative and sustainable approaches. As this is a framework agreement, successful suppliers will have the chance to establish long-term partnerships with Network Rail, potentially leading to steady revenue streams and business growth in the UK rail sector.
