Summary of the contracting process

Network Rail Infrastructure Limited, a central governmental public authority, is undertaking a planning process for the procurement of works concerning the installation and removal of Level Crossings and Road Rail Access Points (RRAP) in the Wales & Western region. This project is part of a larger framework expected to begin in April 2026 with an anticipated total value of approximately £15.6 million over a four-year period. Key locations include the Western Route, South Wales, and North Wales. This planning update is focused on pre-market engagement, seeking insights from the supply chain to shape the procurement strategy before the works commence. The pre-market engagement exercise includes an online questionnaire open until 14th November 2025, with responses shaping the final procurement strategy without forming part of any evaluation process. A formal notice is expected by 19th December 2025.

This tender represents a significant opportunity for businesses specialising in track construction works, particularly those with expertise in installing Level Crossing Stiles, Gates & Barriers, authorised walking routes, and footpath crossing surfacing. Companies with competencies in TR37 Engineer Handback, SIG37, and PTS / PTS AC are well-suited to compete. The engagement process aims to foster innovation, sustainability, and social value within the framework, making it advantageous for SMEs and VCSEs to participate. By engaging early in this procurement process, businesses can position themselves to take advantage of the allocated regional lots, ensuring a robust involvement within this high-value utility sector project.
