Summary of the contracting process

London Legacy Development Corporation is establishing an Inclusive Growth Framework for services supporting equality, education, skills, employment, enterprise, community participation and evidence-based decision-making. Work will take place across Queen Elizabeth Olympic Park and East London, with access for participating Greater London Authority bodies and related partners. The seven service areas are education programme delivery; employment and skills support; community engagement and capacity building; research and evaluation; business support; strategic consultancy; and sustainability services. Assignments may cover education and careers programmes, training and progression support, community consultation, research and impact assessment, business advice, enterprise mentoring, organisational development, systems change, carbon reduction, climate adaptation, biodiversity, green infrastructure and responsible procurement. Services must be accessible, inclusive and culturally competent, with stakeholder engagement, proportionate reporting and measurable social and economic outcomes.

The procurement has reached tender: the buyer invited offers through an open, competitive flexible procedure with two stages. Suppliers first complete a Provider Quality Questionnaire, with the top ten per lot normally shortlisted; shortlisted bidders then receive an Invitation to Tender focused on methodology and commercial assessment. Expressions of interest are due by 12 August 2026 at 11:00, and enquiries close on 3 August 2026 at 17:00. The award decision is due by 10 September 2026. The framework is planned from 22 September 2026 to 21 September 2034, with up to 77 suppliers and reopening for new appointments. Its estimated value is £50,000,000 excluding VAT and £70,000,000 including VAT. Each lot is valued at £10,000,000. Quality counts for 60% and pricing 40% on most lots, with presentations used for Lots 5 and 7.

This opportunity suits specialist providers, consultancies, social enterprises and community organisations able to deliver inclusive growth services in East London and across related Greater London programmes. It is explicitly suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Bidders should bring relevant evidence and practical delivery capability: education providers need experience with diverse young people and partnerships with schools, cultural institutions and employers; employment specialists need to support priority groups into training and work; community organisations need engagement, co-design and capacity-building expertise; researchers need robust analysis, evaluation and learning methods; business advisers need experience with start-ups, growing firms and social enterprises; and strategic consultants need high-level systems-change and organisational development experience. Sustainability specialists should cover carbon reduction, circular economy, climate resilience, biodiversity, green infrastructure and sustainable design. DBS checks are required for Lots 1 to 3 before framework signature.

London Legacy Development Corporation intends to establish the Inclusive Growth Framework, providing a flexible route to commission services that advance inclusive growth, equality, education, skills, employment, enterprise, community participation and evidence based decision making across Queen Elizabeth Olympic Park, East London and the areas served by participating authorities. The Framework will be divided into the following six lots: Lot 1: Education Programme Delivery Lot 2: Employment and Skills Support Lot 3: Community Engagement and Capacity Building Lot 4: Research and Evaluation Lot 5: Business Support Lot 6: Strategic Consultancy Services Services may include the design, coordination and delivery of education and careers programmes; employment, training and progression support; employer and participant engagement; community consultation, co design and capacity building; research, monitoring, evaluation and impact assessment; business advice, mentoring and enterprise support; and strategic, policy, organisational development and systems change consultancy. Suppliers will be expected to deliver accessible, inclusive and culturally competent services, supported by appropriate programme management, stakeholder engagement, transparent pricing, proportionate reporting and measurable social and economic outcomes. The Framework will enable eligible authorities to commission individual assignments, projects and programmes of varying value, duration and complexity.

Lot Information

Education Programme Delivery

Suppliers appointed to this lot will design, coordinate and deliver education-focused programmes and interventions that advance inclusive growth priorities. Delivery will support school-aged children and young people to access inspiring, accessible and high-quality learning experiences linked to East Bank, the Park and wider partner ecosystems. Providers should evidence experience working with diverse young people and building meaningful partnerships with educational and cultural institutions and employers.

Employment and Skills Support

Suppliers appointed to this lot will provide employment, skills and progression support aligned to LLDC's inclusive talent objectives. Delivery will help East London residents, especially priority cohorts such as young people, economically inactive adults, and those facing barriers to employment, to access training, employment and progression opportunities linked to priority sectors including creative-cultural industries, construction, digital technology, and advanced manufacturing.

Community Engagement and Capacity Building

Suppliers appointed to this lot will deliver community engagement, participation and capacity-building activity that strengthens local organisations, networks and community voice. Delivery will support inclusive growth by building trust, capability and resident influence in local decision-making.

Research and Evaluation

Suppliers appointed to this lot will provide research, insight and evaluation services that support evidence-led decision-making, programme improvement and impact reporting across the inclusive growth portfolios, programmes or projects. The lot should focus on research, analysis, evaluation and learning

Business Support

Suppliers appointed to this lot will provide specialist business support for start-ups, growth-stage businesses and social enterprises operating in or entering priority growth sectors. Delivery should help founders develop sustainable, growth-oriented enterprises that contribute to East London's inclusive economy.

Strategic Consultancy Services

Suppliers appointed to this lot will provide strategic advisory services that support LLDC's inclusive growth leadership, systems change work, organisational development and partnership strategy. This lot should be limited to high-level consultancy

Sustainability Services

Specialist sustainability, environmental, climate resilience and technical advisory services. It will enable LLDC Group, East Bank Partners, GLA Group bodies and MDC's Functional bodies to commission support across a range of sustainability-related requirements, including but not limited to carbon reduction, circular economy, climate adaptation, biodiversity, green infrastructure, sustainable design, environmental management, community benefit, green skills and wider responsible procurement outcomes.
