Summary of the contracting process

Joseph Chamberlain College is seeking suppliers for its tender titled "Tender for Internal & External Security Services" in Birmingham, focusing on security services, categorised under the CPV classification 79710000. The procurement is in the tender stage, with key deadlines including an enquiry period ending on 5 December 2025 and a tender submission deadline on 6 March 2026. The contract is expected to start on 23 August 2026 and can last up to four years, including potential extensions. The procurement method used is the competitive flexible procedure under an open procurement method, with the opportunity divided into two lots: external security and internal security & commissionaire duties. Joseph Chamberlain College, acting as the buyer, is a sub-central public authority institution, requiring that guard personnel hold valid SIA licenses.

The tender presents a substantial business opportunity for qualified security service providers, particularly those with experience in educational environments like inner city schools. The contract, valued at roughly £1,782,000 GBP gross, mandates fixed costs and guaranteed performance, offering a stable revenue stream and growth potential for companies with solid operational bases in Birmingham. This opportunity favours SMEs due to its scale and the preference for minimal subcontracting. Suppliers with robust management frameworks and proactive communication channels are best suited to deliver the required safety and security services, potentially providing long-term stability through possible contract extensions. Businesses equipped to handle the diverse and complex needs, including event-based and term-time security, are encouraged to apply.

Notice Title

Joseph Chamberlain College ~ Tender for Internal & External Security Services

Notice Description

The successful Supplier will be required to provide a comprehensive security service. The contract covers the scope for the provision of all security services across the College, which includes external security with the provision of manned guards, and internal security including commissionaire duties. The contract and service requirement will be split into two Lots: Lot 1External Security Lot 2Internal Security & Commissionaire Duties Please be aware that the successful Supplier for Lot 1, External Security, will include the provision of Guards to monitor and manage the College's car park. The College will have the option to award each Lot individually, or to the same Supplier. Please state clearly within your submission whether you intend to submit for both Lots, or just for one Lot and whichever Lot that may be. The duration of the contract being offered is for an initial two-year period commencing on 23 August 2026, with the potential to extend for a further two 12-month periods. This extension will be granted by mutual consent and on the same terms and conditions as the original contract without the right to further extend beyond the full four years. The contract being offered within this tender will be fixed cost and on a guaranteed performance basis, ensuring that the contracted number of security hours are input into the service. Both services are currently outsourced, and TUPE is expected to apply. The successful Supplier must ensure that their employees hold a license under the Security Industry Association (SIA): https://www.gov.uk/government/organisations/security-industry-authority The successful Supplier must also ensure that each Guard holds their SIA License and all Guards will be subject to enhanced DBS checks, including the children's barred list. Some Guards will be responsible for operating CCTV, therefore, where required, Guards will need to be trained or have already completed their Level 2 Qualification in CCTV Operations to enable them to be eligible for an SIA CCTV License. The College is seeking a suitably experienced Supplier who has knowledge of working within the education sector, preferably within inner city schools, to demonstrate the knowledge and understanding of contracts of a similar size and nature. Ideally, the successful Supplier will have a strong operational base within Birmingham, thus allowing for both adequate contract support and operational flexibility that is required to support the complexities of such a contract, as and when needed. A robust level of management support must be provided by the successful Supplier to ensure that the detailed specification is delivered within the contract on a consistent basis within the contract period. This management support will ideally have a local presence to ensure reactive measures are immediately available for any escalated responses. Suppliers expressing an interest must clearly detail their current or intended use of sub-contractors for this contract within Question 8.7 of the Supplier Selection Questions. For the avoidance of doubt, use of sub-contractors for the provision of Guards should be kept to a minimum. It is expected that the successful Supplier provides Guards from within their own employ. This contract requires the provision of Guards for the College's term time only; 38 weeks of the contractual year, plus ad hoc events outside of the core term time and teaching day. The requirement is to provide a safe environment for students and staff, while protecting the wider premises and assets within it. As well as delivering the day-to-day operational requirement of a well-managed College. As part of that requirement the successful Supplier is to be proactive in the management of the contract with open lines of communication. That communication must include frequent and proactively provided management information. Please see PSQ Document for more information.
