Summary of the contracting process

Powys County Council has initiated a procurement process through a Dynamic Purchasing System (DPS) for the provision of domiciliary care services in the UKL24 region. The procurement, focusing on health and social work services, aims to create an approved list of contractors to provide various care services, including Sessional Domiciliary Care, Live in Care, and collaboration with the Powys Teaching Health Board. The DPS is open to new providers, who must register via the eTenderWales portal by 22nd February 2029. To qualify, providers need to be registered with the Care Inspectorate Wales (CIW) and complete a Pre-Qualification Questionnaire (PQQ). The procurement process follows a selective method, utilising restricted procedures under the Light Touch Regime.

This tender offers opportunities for businesses in the health and social care sectors to expand their operations in the Powys region. With a total contract value estimated at £86,472,910, the DPS provides access to consistent and diverse service demands over an extended period. Companies experienced in domiciliary care services and registered with the Care Inspectorate Wales will find this opportunity particularly advantageous. The flexible lot system allows providers to focus on their areas of expertise, whether in sessional, live-in care, or collaborations with health boards, thereby accommodating specialised service providers and encouraging partnerships to meet region-specific needs.
