Summary of the contracting process

Hartlepool Borough Council is leading a procurement process titled "Connect to Work," currently in the planning stage. This initiative is part of the Tees Valley Connect to Work Programme, aimed at delivering tailored employment support services. The programme will operate across various regions in the United Kingdom, including UKC11, UKC12, and UKC13, focusing on services in administration, social security, and health sectors. A pre-market engagement session is scheduled for 12th November 2025 at the Trinity Centre, Middlesbrough. The programme, supported by the Department for Work and Pensions (DWP) and the UK Government, is designed to assist individuals with disabilities, health conditions, and complex barriers in the workforce to secure and retain jobs. The contract period is planned from 1st April 2026 to 31st March 2031.

This tender is an excellent opportunity for businesses providing employment support services, particularly those specialising in health and social work services, education and training, and business consultancy. Small and medium-sized enterprises (SMEs) and Voluntary, Community, and Social Enterprises (VCSEs) are especially encouraged to engage, as the procurement process includes framework agreements suitable for these entities. Participating in the pre-market engagement event allows organisations to gain insight into the programme's aims and contribute to its development, ultimately positioning themselves to bid for future contracts within the Tees Valley employment support landscape.
