Provision of NEC4 Project Management software to assist Project Managers manage NEC4 Infrastructure Projects in HMNB Devonport & Rosyth

Planning Information

The existing contract for CEMAR software expired on 14th October 2025. Negotiations commenced with Think Project UK Ltd in August 2025 as they are not only own the IPR for the software used to manage our NEC$ Infrastructure Projects, they have also passed Crown Commercial Services selection process to deliver Framework Agreement RM1557.14 lot 2 - GCloud 14 SaaS services. The agreed price within their quotation was based on the Contract being signed by both parties on or before the 26th September 2025. This deadline was achieved and a Purchase Order was, as agreed within 14 days of the contract being signed.
