Summary of the contracting process

The Submarine Delivery Agency is initiating a tender process for their project titled "In-Service Support for Main Circulating Water Pumps (MCWP)" within the defence and security industry category. This procurement, located primarily in the UK, is currently at the tender stage with significant milestones including an expression of interest deadline on 10th July 2026, with the enquiry period closing on 26th June 2026. This process involves a competitive flexible procedure as per the Procurement Act 2023 regulations and targets contractors for a service contract valued at a gross amount of £25.2 million. It's important to note this procurement emphasizes the repair and refurbishment of existing pumps rather than the purchase of new ones, promising a five-year contract with possible extensions up to 2034.

This tender presents substantial opportunities for businesses specialising in marine equipment repair and maintenance services. Ideal candidates would own or have access to a testing facility for marine pumps and possess strong storage capabilities and a robust supply chain network to handle parts and materials. Companies excelling in technical reporting and cost estimation will find the procurement process advantageous, particularly SMEs that can meet the pass/fail conditions of participation. With the contract requiring expertise in producing health checks and technical surveys for naval submarine equipment, firms with experience in defence mechanisms and personnel with Facility Security Clearance would be well-suited to tap into and grow through this opportunity.

Notice Title

In-Service Support for Main Circulating Water Pumps (MCWP)

Notice Description

The planned procurement shall provide in-service support for Main Circulating Water Pumps (MCWPs) on board naval submarines. The primary body of work required will be the repair and refurbishment of existing pumps, for which it is essential that bidders either own or have unlimited access to a pump testing facility. Additionally, suppliers must have the storage capabilities to potentially accommodate several MCWPs at one time, as well as the supply-chain network to source its own parts and materials. This procurement is not anticipated to include within its scope the manufacture and purchase of new pumps. Potential suppliers must have the suitably qualified and experienced personnel to produce technical reports associated with health checks and strip and surveys, and the surveying capabilities to accurately estimate the cost and lead time of repairing pumps to an A1 standard. This procurement will be for a minimum 5-year contract term. The contract shall be competed under Procurement Act 2023 regulations and will be subject to the competitive flexible procedure.
