Summary of the contracting process

NHS England has initiated a selective procurement process for the "Commissioning in Practice - Applied Action Learning" programme, focused on education and training services within the health sector. The competitive procedure spans multiple stages, beginning with an expression of interest deadline on 26th June 2026 and concluding with an award period ending on 18th September 2026. The contract, based in London, is valued at £10,800,000 gross and will run from 5th October 2026 to 4th October 2028, with potential renewals based on further funding. This procurement aims to enhance commissioning capabilities across Integrated Care Boards (ICBs) and other stakeholders, aligning with the NHS Strategic Commissioning Framework.

This tender creates significant opportunities for businesses specialising in education and training services, particularly those experienced in delivering comprehensive support to large healthcare teams. Given the nature of the programme, consortium bids are encouraged, creating space for collaboration among firms of different sizes, including SMEs and Voluntary, Community and Social Enterprises (VCSEs). Businesses with a robust background in providing structured learning experiences, digital learning solutions, and operational support to healthcare organisations would be well-suited to compete in this procurement, offering growth potential through participation in a long-term NHS initiative.

Notice Title

Commissioning in Practice - Applied Action Learning (named in previous notices as Strategic Commissioning Framework - Development Programme)

Notice Description

Following widespread engagement with ICBs, national and regional teams, and external stakeholders, in November 2025 the NHS Strategic Commissioning Framework was published and in February 2026 the NHSE Executive approved the establishment of a two-year funded programme of development support to strengthen commissioning capability in line with the Framework. The purpose of this procurement is to secure a supplier who can deliver 'Commissioning in Practice - Applied Action Learning' This will be a structured action learning programme and on the ground support with circa 100 participants from every ICB with local system partners as well as places for commissioners employed currently by NHSE taking teams on a journey towards commissioning differently for population health. There will also be opportunities for all members of the ICB and wider system to take part in peer learning and at scale masterclasses, scale webinars and e-learning. These will cover the whole commissioning cycle and enablers as outlined in the NHS Strategic Commissioning Framework including understanding and quantifying need (qualitative and quantitative), developing strategy, setting outcomes, market assessment and development, capitated payment models, contract management and evaluation. Due to the nature of the different skills that will be required to deliver this programme NHS England are encouraging consortium bids.
