Notice Description

BSO PaLS, acting on behalf of HSCNI, is seeking to engage with the market to assess capabilities, conditions, and capacity in relation to the supply of Nebuliser Systems for Inhaled Bronchodilator Drugs with Enhanced Lung Deposition. This engagement is in preparation for a potential regional framework planned for late 2026. Nebuliser Systems are used by patients with a range of respiratory conditions. These systems deliver a dispersion of drugs in the form of small droplets suspended in gas, which are inhaled and deposited in the respiratory tract to achieve a local therapeutic effect. This system is intended to replace nebulisation via piped medical air, which is now prohibited following the National Patient Safety Alert NHS/PSA/D/2016009, issued due to incidents of misconnection between oxygen and air outlets resulting in patient harm and fatalities. The proposed system will be used for the most acutely unwell patients and is a critical component of their clinical treatment during Emergency Department attendance or hospital admission. This procurement will focus on the purchase of nebuliser equipment, accessories, and associated consumables for use across Health and Social Care (HSC) in Northern Ireland. We hope that the Preliminary Market Engagement (PME) will help encourage supplier(s) interest in this tender. It will also help us understand any barriers to tendering that suppliers currently face so these can be considered when drafting the HSCNI tender.
