Summary of the contracting process

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is seeking to commission services under the title "General Dental Services - SBUHB" within the industry category of dental practice and related services. This procurement process is taking place in the Swansea Bay University Health Board area, specifically targeting locations within the region of Neath. As an open procurement method, this tender is currently at the "Tender" stage with a closing date for submissions set on 8th December 2025. The process aims to deliver high-quality NHS dental care through the commissioning of NHS Units of Dental Activity (UDAs) either by augmenting existing contracts or through new practice establishment, governed by the NHS (General Dental Services Agreement) (Wales) Regulations 2006.

This tender offers significant business growth opportunities for dental practices that have a proven track record of delivering NHS dental services and possess additional workforce capacity. It is particularly suited to businesses in the healthcare sector with an interest in expanding their service offerings or establishing a new presence within the Swansea Bay area. Successful applicants may obtain a Personal Dental Contract (PDS) for five years, potentially leading to a permanent General Dental Services (GDS) contract, contingent on satisfactory service provision. The open procedure ensures a fair competition landscape, encouraging service providers with strong regulatory compliance and technical expertise in dental services to participate and contribute to the health sector's development in this region.

General Dental Services - SBUHB

Notice Description

Swansea Bay University Health Board (SBUHB) is seeking to commission NHS Units of Dental Activity (UDAs) to deliver high quality dental care. The Health Board will seek to offer additional Units of Dental Activity to existing full NHS contracts, or for the development of a new dental practice, under the terms of the NHS (General Dental Services Agreement) (Wales) Regulations 2006. Providers wishing to apply to increase their current GDS contract value must therefore meet all the legal requirements of the General Dental Services (GDS) contract. In addition, you must have recent demonstrable experience of successful delivery of NHS dental services and must be able to guarantee that additional workforce capacity is available at your practice to deliver any additional contract value that may be awarded. The Health Board would also welcome applications for a new dental practice to be set up within the Swansea Bay area. If a new practice application is successful, this will be subject to the issue of a Personal Dental Contract (PDS), for an initial period of 5 years. Following this period, the Health Board will review the service provision, and if all contract activity is at an acceptable level, a General Dental Services (GDS) contract will be issued, to replace the PDS contract, in line with Regulation 21 of the Personal Dental Services Regulations (2006).
