Summary of the contracting process

Sellafield Limited is procuring laboratory consumables, chemicals and associated small laboratory equipment for operational activities across Nuclear Decommissioning Authority nuclear sites. The requirement covers glassware, filter papers and cards, containers, vials, bungs, pipettes, beakers, test strips, HDPE bottles and alpha-counting planchets. Equipment includes small ovens, incubators, stirrers, hotplates, blenders, heaters, furnaces, heating mantles, mixers, shakers and washers. It also includes high-grade specialised chemicals such as sodium hydroxide, nitric acid, hydrofluoric acid and buffer solutions. This is a collaborative procurement for the NDA Group, with Sellafield acting for Nuclear Restoration Services, including Dounreay, and Nuclear Waste Services. Delivery is required across United Kingdom nuclear sites. The procurement is for goods, including laboratory, optical and precision equipment and chemical products.

The process reached tender: the buyer invited offers through an open procedure. It is a single-lot procurement and is covered by the Government Procurement Agreement. The estimated value is £7,700,000 excluding VAT, or £9,240,000 including VAT. The contract period is 1 May 2027 to 30 April 2031, with award planned by 10 March 2027. Questions must be submitted by 11:00 on 28 September 2026, and tenders by 11:00 on 7 October 2026. Electronic submission is allowed in English through the NDA OneNDA eCommercial System powered by Atamis. Evaluation is based on price at 50%, technical criteria at 40% and social value at 10%. Legal and financial capacity requirements are set out in the Procurement Specific Questionnaire and Appendix 2 conditions of participation.

This opportunity suits suppliers able to provide a broad, dependable range of laboratory consumables, high-grade specialised chemicals and small laboratory equipment through one coordinated supply arrangement. Relevant experience may include supplying pipettes, glassware, filtration products, containers, bottles, test strips, laboratory heating and mixing equipment, and inorganic acids or alkalis. Suppliers should be able to support operational requirements across multiple United Kingdom nuclear sites and manage the breadth of a single-lot requirement. The procurement is identified as suitable for small and medium-sized enterprises, although participants must meet the stated legal and financial capacity conditions. Strong technical delivery, credible social value proposals and competitive pricing are all important because they carry material weight in evaluation.
