Summary of the contracting process

NHS Business Services Authority sought a UK-wide digital Research Delivery Data Intelligence solution for health and care research. The service was intended to provide a near-real-time view of research delivery status and support operational delivery across the UK. It would give patients, the public, industry and other stakeholders information about research taking place nationally, alongside insight into research performance, capacity and capability. The unified solution would combine central, regional and local portfolio management with data integration, analysis and reporting tools, allowing UK administrations and wider stakeholders to interrogate and display research delivery data in different ways. This is a technology services requirement covering software development, implementation, consultancy, licensing, support and information systems.

The procurement reached tender: the Authority invited offers through an open procedure. It was a single-lot requirement, identified as suitable for small and medium-sized enterprises, with electronic submissions permitted in English. The enquiry deadline was 14 July 2026 at 16:00 and the tender submission deadline was 21 July 2026 at 12:00. The anticipated award decision date was 9 September 2026. The contract was planned to start on 1 October 2026, with implementation expected to finish by 31 March 2027, followed by five years of operation and possible extensions of up to three further 12-month periods, giving a maximum term to 31 March 2035. Estimated value was £30 million excluding VAT, or £36 million including VAT. Evaluation allocated 60% to technical quality, 10% to social value and 30% to price, subject to pass/fail mandatory requirements. The procurement was terminated on 18 August 2026 following supplier feedback and a high volume of clarification questions, which prompted a review of the requirements and approach. No contract was awarded.

This opportunity suited suppliers able to design, develop, implement and support a complex national health and care research data platform. Relevant capability included portfolio management across central, regional and local levels; secure data integration, analysis and reporting; software licensing and implementation; data migration at potentially substantial scale; and the ability to support increasing numbers and types of users, including devolved administrations. Suppliers needed to demonstrate a credible national rollout, scaling, service management, user support, training, change management, adoption and continuous improvement approach. The evaluation also covered technical architecture and compliance, user experience, accessibility and inclusive design, alongside social value. Financial and assurance requirements included specified financial capacity, £5 million employers’ liability, professional indemnity and cyber liability insurance, and keeping personal data stored and processed within the UK or European Economic Area.

The services we create through RDDI will provide information to patients, the public, industry and other stakeholders on health research happening across the country and will provide deeper insights into research performance, capacity and capability in research delivery organisations. The contract is for the provision of a unified Research Delivery Data and Intelligence solution (the Solution) that provides Central, Regional and local portfolio management capability and a central data and intelligence integration, analysis and reporting tool. This will allow UK administrations and wider stakeholders to interrogate and display research delivery data in a range of different ways.

Renewal: The expected contract duration includes the Implementation Phase followed by an initial term of 5 years from operational Service Commencement Date with the option to extend by up to a maximum of a further 3 x 12 months (max 36 months). The Implementation Period is expected to be completed by 31/03/2027. Maximum 8 year contract term including extensions.
