THIS IS A PIPELINE NOTICE - NOT A LIVE TENDER OPPORTUNITY The London Borough of Southwark (LBS) is delivering a major decarbonisation initiative at Pulse Leisure Centre SE15 5QN and seeks to appoint a suitably skilled and experienced Principal Contractor to carry out the Works in accordance with the completed RIBA Stage 4 design. The goal of the project is to reduce carbon emissions, improve energy efficiency, and support the borough's wider climate commitments. This project is supported by funding from Phase 4 of the Public Sector Decarbonisation Scheme (PSDS), administered by Salix Finance and has appointed a multi-disciplinary design team to develop the design to RIBA Stages 1-4. The aim of the exercise is to gather early feedback on the evolving proposals and to receive input into the progression of the RIBA stage 3 and 4 design ahead of the procurement of the works. The Authority is delivering a major decarbonisation initiative across five of its leisure centres aiming to reduce carbon emissions, improve energy efficiency, and support the borough's wider climate commitments. The five leisure centres are: • Peckham Pulse Leisure Centre, 10 Melon Rd, London SE15 5QN • The Castle Centre, 2 St Gabriel Walk, London SE1 6FG • Surrey Docks Fitness & Watersports Centre, Rope St, London SE16 7SX • Dulwich Leisure Centre, 2B Crystal Palace Rd, London SE22 9HB • Camberwell Leisure Centre, Artichoke Pl, Camberwell Church St, London SE5 8TS The project is supported by funding from Phase 4 of the Public Sector Decarbonisation Scheme (PSDS), administered by Salix Finance. The Authority intends to commence a procurement exercise in Q2 2026 to appoint Suppliers as prime contractors with suitable experience and track record in delivering the required works. This notice includes a questionnaire plus a Cost Proforma (Appendix 2) which is designed to be completed by organisations wishing to participate in this market engagement and assist the Council in this market insight stage. The questionnaire and Apendicies can be found at https://procontract.due-north.com/Advert?advertId=91ed5ee4-5dc5-f011-813a-005056b64545&p=2241eb95-058a-e511-80f7-000c29c9ba21 Once completed, please submit the response via the messaging facility on Procontract: https://procontract.due-north.com no later than 5pm on 3 December 2025. The Council is not liable for any costs, fees or expenses incurred by any party participating in this soft market testing/sounding exercise.
