Cullompton Town Centre Relief Road
Notice Description
Tender Process: The Works have been procured via open tender following the traditional route. The form of Contract will be NEC4 ECC Option A. The Contracting Authority has provided a detailed design Drawings Pack, corresponding Design Specifications and instructions on the Client's tender evaluation methodology, which comprised scoring against both Quality and Price. Each tendering party were required to provide an Activity Schedule to validate their submission, based on their own take off quantities. Works Overview: Construction of a new relief road in Cullompton, Devon, linking Station Road and Exeter Road via Meadow Lane. This will provide a bypass of the town centre, approximately 1.3km in length and 6.5m in nominal width, including a 2.0m wide footway to the west side. Summary of works: - Partial realignment of a 60m section of Meadow Lane to facilitate connection to the new relief road and a change of priority at its junction with Duke Street. - A new roundabout junction connecting the relief road to Station Road and Millenium Way. - Construction of 5 new junctions providing access to existing minor roads and adjacent properties. - Highways drainage provision including 2 surface water attenuation ponds. - Demolition of existing sporting facilities in proximity the west coast mainline boundary. - Replacement of a section of existing fencing to the west coast mainline boundary with new palisade fencing. - Works within the adjacent areas of public open space including construction of new paths, landscaping, and fencing works. - Coordination of utilities diversionary works required by BT, National Grid, Wales and West Utilities, and SWW to accommodate the Works. Relief Road Works: Ch 0-130m - Partial realignment of both Meadow Lane and Duke Street and the reconfiguration of their Junction with a change of priority. Replacement of the existing culvert running under this Junction and the provision of a new 3.0m wide shared use path linking into an off-road shared use public open space (to be constructed by others). Ch 130-280m - Construction of an offline section of the relief road on embankment in the fields to the south of the existing Duke Street. This section will incorporate 1 road bridge to cross Spratford Mill Stream, 3 large flood relief culverts, and a new side road junction with Duke Street to provide access to the Cullompton Community Association (CCA) fields. Ch 280-460m - Construction of the relief road on embankment leading northwards from Duke Street to the existing Cricket Ground. This section will incorporate the removal and reconstruction of the Duke Street / Old Hill embankment to provide a new road junction with Old Hill and a pedestrian link to Duke Street, 2 new flood relief culverts, and the construction of a new drainage attenuation basin between the road and existing railway. Ch 460-590m - Construction of the relief road through the existing cricket field and bowls club. This section will be nominally at grade and will be constructed with an interface to adjacent works by others to construct the new Bowls Club house and green (works are likely to be ongoing at the time of the relief road construction). This road section incorporates the construction of a new access junction to the new Bowls Club and the demolition of the existing Bowls Club house and green in proximity to the railway boundary. Ch 590-840m - Construction of the relief road adjacent the railway and through the existing Cullompton Rangers Football Club site. This section will be nominally at grade and will be constructed with an interface to adjacent works by others to construct the replacement Football Club facilities including a new adult training pitch and carpark. This road section incorporates the construction of a new access junction to the Football Club and the removal of the existing Football Club sheds and lighting columns in proximity to the railway boundary. Ch 840-1270m - Construction of the relief road through existing areas of public open and fields through to Station Road. This section will be nominally at grade, and will incorporate 1 flood relief culvert, a new drainage attenuation basin, and a new access junction and side road to provide an alternate access into the park home and Showman's site behind the Weary Traveller Pub. Ch 1270-1350m - Construction of a new 4 arm roundabout junction connecting the Relief Road to Station Road and Millenium Way. The new roundabout will be constructed at the location of the existing Station Road Millenium Way 3 arm roundabout. The roundabout will have an ICD of 40m and central Island radius of 9.6m. Highway Boundary Works: Approx. 450m of timber 4 post and rail fencing with dog proof mesh to areas adjacent public open space. Approx. 1000m of timber 4 post and rail fencing to other highway boundaries. Approx. 500m of Devon Bank. Approx. 150m of palisade fence to the railway boundary. Approx. 100m of 2.0m high acoustic fencing to the park home site boundary. 6 No. field access gates. Acoustic Infill fencing to property boundaries along Meadow Lane. Vehicle Restraint Systems (VRS) Works: Approx. 20m long section of 1.8m high x 350mm thick brick wall constructed as a masonry parapet to provide N1 containment to provide protection to an existing residential property. Minimum N1 containment VRS to both sides of the road between chainages 160m and 390m. Drainage Works: A new surface water drainage system for the roadway. Kerb drainage units and a piped carrier drain system throughout the length of the Relief Road. Replacement of the existing kerb and gully drainage system at the Station Road junction with Millenium Way with a new kerb drainage system tying into the existing carrier drain network. Modification of the existing kerb and gulley drainage system to Meadow Lane to accommodate its partial realignment. Construction of 2 new attenuation basins. The first approx. 750m3 in volume, and the second at approx. 450m3 in volume. Construction of 2 sections of 600mm twin pipe attenuation systems, 22m long and 9m long. Construction of 3 new outfalls to existing watercourses. Construction of hydrobrake chambers to attenuation pond and watercourse outlets. Provision of 3 treatment systems to remove hydrocarbons, total suspended solids and metals from runoff. 1 existing culvert extension at 600mm diameter. Construction of 4 culverts of 450mm or 600mm diameter to proposed ditches. A 400m long section of new swale / ditch. Earthworks: Earthworks operations to facilitate the road construction with an overall fill quantity of approximately 16,000m3. Bulk earthworks for roadway embankment formed of a class 6C starter layer and class 1A General fill. Construction of steep 1/1.5 side slopes embankment sections using a core of Class 1A material and Class 6N1 material on the edges. Pavements: New full depth bituminous pavement construction to the full extent of the relief road. Resurfacing with nom. 40mm inlay to Station Road and Millenium Way as part of the construction of the new roundabout. Resurfacing with nom. 40mm inlay retained sections of Meadow Lane and Duke Street between chainages 20m and 90m. Kerbs, Footways and Paved Areas: The Relief Road will be provided with either kerbs or kerb drainage units to both sides of the road over its full length. A 2.0m wide bituminous surfaced footway is proposed to one side of the relief road from chainage 100m to 1280m transitioning to shared paths at either end. Approx. 500m length of 3.0m wide shared use path with bituminous surfacing is proposed to be provided within the public open space connecting to the relief road near its northern end and then running north along the relief road through to Station Road. New traffic signs and road markings will be provided throughout the scheme extents. The relief road will become the B3181 so will require the provision of new and replacement directional signs to the wider area. The relief road will also be provided with double yellow lines throughout its length. A one-way system will be implemented on Duke Street between its junctions with Rivermead and Chestnut Avenue. Street Lighting: The provision of civil works and coordination of the electrical works Contractor for the installation of a system of street lighting covering the full extent of the Relief Road. The lighting system comprises 39 new 10m lighting columns. Structures: Construction of 1 new road bridge (S04) over Spratford Mill stream on a 20-degree skewed alignment, having a single 15m clear span, 12.3m overall width, PU32 sheet piled abutments, and MY7 precast prestressed deck beams with concrete infill deck. Flood Relief Culverts (Contractor Design Items): S02 - New 2 cell box culvert 2000mm wide x 480mm high x 11m long to replace the existing culvert across Meadow Lane at its junction with Duke Street. S05 - New box culvert 4000mm wide x 1200mm high x 16m long to be constructed within an existing field. S06 - New 2 cell box culvert 4000mm wide x 1400mm high x 16m long to be constructed within an existing field. S07 - New box culvert 4000mm wide x 1200mm high x 18m long to be constructed within an existing field. S08 - New 2 cell box culvert 6000mm wide x 3000mm high x 16m long to be constructed in an existing watercourse. S09&10 - New 2 cell box culvert 3000mm wide x 1200mm high x 16m long to be constructed in an existing field. S11 - New box culvert 1500mm wide x 900mm high x 16m long to be constructed within an existing drainage ditch.
