Summary of the contracting process

Devon County Council has initiated a public procurement process for the construction of the Cullompton Town Centre Relief Road. This project involves comprehensive construction work in the region of UKK4, United Kingdom, specifically linking Station Road to Exeter Road in Cullompton, Devon. The tender, currently in the stage of 'tender', was released on 2nd December 2025, with the tender period ending on 23rd February 2026. Key dates include a Tender Launch Event on 16th December 2025 and the award of the contract is expected by 22nd April 2026, with project commencement projected for 22nd May 2026 after a mobilisation period. The tender follows an open procedure under UKPGA legislation, and submissions can be made electronically. The estimated contract value is £15 million, grossing £18 million, under the construction work CPV category.

This procurement offers significant growth opportunities for businesses in the construction industry, especially those with expertise in roadworks, drainage systems, and large-scale infrastructural projects. Companies suited to compete will likely possess capabilities in the coordination of utilities and accommodation of working within railway boundaries, given the need for demolition and reconstruction work around sports facilities and existing clubs. There is a clear opening for small and medium-sized enterprises, with award criteria heavily weighed on price (60%) and quality (40%). The project’s scale and complexity demand a robust understanding of high-quality construction practices, paving a path for experienced contractors to expand their portfolio in public authority projects.
