Summary of the contracting process

South Kesteven District Council procured cyclical maintenance and testing of its street-lighting stock. The service covers inspection, statutory compliance testing and response maintenance, with provision for additional lights to be added to the inventory during the contract. The requirement involves maintaining an average of around 1,300 streetlights each year and completing full cyclical maintenance over a rolling three-year period. This is a public-sector street-lighting maintenance service delivered across the South Kesteven district, managed through Welland Procurement. The work is relevant to contractors with operational capability in street-light inspection, electrical testing, statutory compliance, reactive fault response and maintenance of distributed lighting assets. The procurement is classified as street-lighting maintenance services under CPV 50232100.

The procurement is complete and was run as a single-lot open procedure. E.ON Energy Solutions Limited was selected on 20 July 2026 for an awarded value of £200,000 gross. The award has a standstill period ending on 29 July 2026, with signature scheduled for 14 September 2026. The awarded contract period is 1 October 2026 to 30 September 2029, with a discretionary two-year extension available until 30 September 2031. Bids were evaluated on quality at 60% and price at 40%. Two bids were received and one reached the final stage. The tender had an estimated gross value of £200,000 and submissions could be made electronically in English.

This award indicates recurring demand from South Kesteven District Council for a supplier able to manage a sizeable, geographically dispersed street-lighting estate rather than isolated repair jobs. A credible competitor for a future requirement would need teams capable of planned inspections, statutory compliance testing and responsive maintenance, supported by reliable scheduling, fault-reporting and mobilisation arrangements. Experience of maintaining around 1,300 lights a year would be directly relevant, as would the capacity to complete a rolling programme while responding to faults and incorporating new assets into the inventory. The evaluation shows that technical quality carried greater weight than price, so bidders would need to demonstrate robust service delivery, safety and compliance arrangements alongside competitive commercial management. The opportunity was identified as suitable for SMEs.
