WLGA Leadership Programme
Notice Description
The leadership programme for councillors in Wales is a place where leaders, and those in leadership positions, can explore the latest thinking in political leadership, and equip themselves with the knowledge and skills they need to rise to these challenges. The WLGA leadership programme has been delivered for some 25 years, primarily through the LGA and latterly with Academi Wales. From 2026 it will be delivered solely by the WLGA and funded by the Welsh Government. The aim of this procurement is to appoint a supplier to design and deliver the leadership programme for councillors during the period October 2026 - December 2029. No programme will be required April to June 2027 due to local elections. There is scope for the contract to be extended for 2x 1 year extensions. Extension 1 - 2 additional programmes to be delivered starting in April and October 2030 Extension 2 - 2 additional programmes to be delivered starting in April and October 2031 The Contracting Authority reserves the right not to proceed with one or both of these extensions should there be insufficient demand or funding.

"features": "This Competitive flexible procedure will be run as a three stage process: Stage 1: Memorandum of Information - The Contracting Authority invites all suppliers to participate in the Procurement Process by issuing the Tender Notice and this Memorandum of Information. Interested suppliers who wish to participate in this Procurement Process shall complete and submit a PSQ Response by the PSQ Return Date set out in the Procurement Timetable set out in section The Contracting Authority will assess all PSQ Responses submitted in accordance with the terms of the MOI and will invite up to six (6) suppliers whose PSQ Responses scored highest to Stage 2 (the \"Shortlisted Suppliers\") Stage 2: Tender stage - Following Stage 1, the Contracting Authority shall provide the ITT to the Shortlisted Suppliers and shall invite the Shortlisted Suppliers to submit a Tender in accordance with the ITT and such Tenders shall be evaluated in accordance with the terms of the ITT. It should be noted that this MOI governs the initial, Stage 1 of this Procurement Process. The terms of the ITT shall govern Stage 2 of this Procurement Process, the Tender Stage. The Contracting Authority will assess all Tender Responses submitted in accordance with the terms of the ITT and will invite up to four (4) suppliers whose ITT Responses scored highest to Stage 3 (the \"Shortlisted Suppliers\") Stage 3: Final Stage - Following Stage 2, the Contracting Authority shall provide a formal document to the Shortlisted Suppliers and shall invite them to an assessment conducted via Microsoft Teams. Further details and evaluation guidance will be provided within the Stage 2 ITT."
