Summary of the contracting process

The Welsh Local Government Association (WLGA) is seeking to procure a supplier to design and deliver the WLGA Leadership Programme in Cardiff, which targets councillors across Wales. This tender is currently at the tender stage, managed by Cardiff Council, with Laura Pine serving as the contact point. The procurement is a competitive flexible procedure and will progress through multiple stages: from initial expressions of interest to final assessments conducted via Microsoft Teams. The deadline for expressions of interest is set for 6th February 2026. The programme is scheduled to run from October 2026 to December 2029, with potential extensions until 2031. This contract falls under the services category and has a gross value of £375,000. The procurement process is in accordance with Welsh devolved regulations and uses the Proactis Portal for submissions, with communications accepted in English and Welsh.

This tender offers substantial opportunities for businesses specialising in personal development and training services, particularly those experienced in political leadership or higher education services. Small and medium-sized enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs) are encouraged to participate, enhancing their visibility and capability within the public sector. The structured, multi-stage procurement process ensures that only the most competitive providers proceed, promoting high standards and community wellbeing benefits. Successful bidders will find potential for long-term engagement given the contract's possible extensions, enabling them to build a lasting relationship with the WLGA and contribute to the development of Welsh political leadership. The contract's sizeable budget further presents a lucrative prospect for growth and specialisation for established training providers.
