Summary of the contracting process

The Welsh Local Government Association (WLGA) procured a leadership development programme for councillors across Wales. The programme is intended for current and aspiring political leaders to explore contemporary thinking on political leadership and build the knowledge and skills needed to respond to emerging challenges. Evaluation weighted quality at 70%, community wellbeing benefits at 10% and price at 20%. Participation required legal, financial and technical capacity, with up to six suppliers shortlisted initially and up to four progressing to the final stage.

This award demonstrates demand from WLGA for specialist political leadership development delivered to councillors across Wales. A credible future competitor would need to design and facilitate structured leadership programmes, provide training and educational expertise, and show that its approach equips political leaders with practical knowledge and skills for current challenges. The selection process placed greatest emphasis on quality, so evidence of programme design, teaching capability, learner outcomes and delivery assurance would be important. Suppliers would also need to demonstrate legal and financial capacity, technical ability and a clear contribution to community wellbeing. The opportunity was suitable for SMEs and VCSEs, and the successful supplier was an SME, indicating that delivery is not limited to large education providers.
