Summary of the contracting process

The Improvement and Development Agency for Local Government (IDeA) has initiated a tender process for the project titled "Streamlining Section 106: developing standard clauses, obligations, guidance and best practice tools". The focus is on improving the Section 106 agreements used by local planning authorities (LPAs) in the United Kingdom. This project is in the Tender stage, with submissions closing on 12 December 2025. It seeks services within the legal industry category and is aimed at addressing challenges faced by LPAs in negotiating and finalising Section 106 agreements, particularly for medium-sized developments of 10 to 49 homes. The procurement is being conducted as an open competition method, below the threshold, with a total estimated contract value of GBP 210,000.

This tender offers significant business growth potential, especially for firms specialising in legal services or those with expertise in urban development and planning law. It provides an excellent opportunity for businesses familiar with the intricacies of Section 106 negotiations to showcase their ability to streamline processes and develop practical tools that enhance efficiency and effectiveness. Smaller businesses and those operating within the designated location of the United Kingdom are specifically encouraged to participate, as the procurement process incorporates reserved participation provisions for small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs). The successful bidder will play a pivotal role in transforming the delivery of legal agreements for local planning authorities, with options to expand the scope to more complex development categories in future years.
