Summary of the contracting process

Belfast Harbour is procuring a lead partner to lead and coordinate an application to the Zero Emission Vessels and Infrastructure 2: Electric Power scheme for a shore power infrastructure project at Belfast Harbour. The requirement covers electricity supply installations, electrical machinery and equipment, and the installation of electrical and mechanical equipment. It is a services contract in the utilities sector, with delivery in Northern Ireland. The appointed partner is expected to coordinate the scheme application and support the shore power project, rather than simply supply individual electrical products. The procurement is relevant to organisations combining expertise in zero-emission maritime infrastructure, shore power, electrical systems and project or funding-application leadership.

The procurement is complete and Belfast Harbour has selected NATPOWER MARINE UK LIMITED, subject to the award process completing, for the single lot. The award date is 30 July 2026 and the awarded value is £12,000,000 excluding VAT (£14,400,000 including VAT). The contract is scheduled to run from 20 August 2026 to 1 October 2041, with a possible extension to 1 October 2051; one extension may be used for economic or technical reasons, interoperability, value for money, or commercial or regulatory reasons. The procedure was an accelerated competitive flexible procedure using an open process. Evaluation weighted quality, technical and programme assessment at 75% and the price-value proposal at 25%. One valid bid was received, from the successful supplier.

This award indicates substantial, long-term demand from Belfast Harbour for integrated shore power and zero-emission maritime infrastructure capability. A credible future competitor would need to combine electrical engineering and installation expertise with knowledge of port infrastructure, vessel electrification and the practical integration of new equipment with existing harbour systems. The requirement also favours organisations able to lead a complex public funding application, coordinate technical and commercial contributors, and develop a deliverable programme rather than provide equipment in isolation. Experience of electricity supply installations, electrical and mechanical equipment, interoperability and regulatory requirements would strengthen a supplier’s position. The successful bidder was an SME, showing that this type of strategic lead-partner role can be undertaken by a focused specialist business with suitable technical, programme and coordination capacity.
