Notice Description
NIPS are currently using ERP ECC6 software for the COMPASS System (NIPS HR/Payroll/Rostering/Training system for Operational Staff). NIPS already own the required ERP ECC6 licences as they were purchased as part of the original contract. Enterprise Support is required to download future software releases, software support patches relating to legislative changes in Payroll/HR and for technical support. Without this support NIPS cannot operate and maintain this system to be fit for purpose. The support and maintenance is paid annually and the contract cost for the four year period is PS660,680 VAT Inclusive.
Procurement Information
Under Chapter 3 and Schedule 5 of the Procurement Act there are justifications for a direct award on the grounds set out under paragraph 7 where the public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. On the basis of the information presented, it may be possible to rely on a derogation in this case as SAP (UK) Ltd appear to be the only company who can deliver the required licence and support. required support.
