Capital Works Framework
Notice Description
The Capital Works Framework sets out the full technical, compliance and delivery requirements for a wide range of planned capital workstreams, including Kitchens & Bathrooms, Windows & Doors, Roofing, Electrical and Cyclical Decorations, across housing and property assets. It is divided into eight lots, with Lots 6-8 covering multi-disciplinary works that may incorporate several work elements within a single project
Lot Information
Kitchens & Bathrooms - Works with an annual value of up to PS2,000,000
This lot covers the design, supply, and installation of kitchen and bathroom refurbishments, including all associated plumbing, electrical, and finishing works.
Renewal: Extension period - 2 years
Lot 2 - Windows & Doors - Works with an annual value of up to PS3,000,000This lot includes the supply, installation, and replacement of windows and doors, incorporating all associated joinery, glazing, security, and finishing works.
Renewal: Extension period - 2 years
Lot 3 - Roofing - Works with an annual value of up to PS3,000,000This lot covers the inspection, repair, replacement, and installation of roofing systems, including all associated structural works, insulation, drainage, and weatherproofing elements
Renewal: Extension period - 2 years
Lot 4 - Electrical - Works with an annual value of up to PS2,000,000This lot covers the design, installation, upgrade, and renewal of electrical systems, including power distribution, lighting, fire detection, alarms, and all associated containment and compliance works.
Renewal: Extension period - 2 years
Lot 5 - Cyclical Decorations - Works with an annual value of up to PS2,000,000This lot covers the planned, periodic redecoration of internal and external building elements, including surface preparation, painting, coatings, and associated minor repairs.

Lot 6 - Multi Disciplinary - Works with an annual value of up to PS749,999This lot is a Multi Disciplinary lot covering all workstreams in Lots 1, 2, 3, 4 & 5. Works to have an annual value of up to PS749,999

Market Engagement Notice: Capital Works Framework 2027 South East Consortium (SEC) is conducting Preliminary Market Engagement (PME) ahead of the procurement for our Capital Works Framework and Repairs and Maintenance DPS . As part of this we will be holding the following events: - 10th December 2025 3pm - 4pm, Online Webinar, Existing suppliers under the current Internal and External Framework. - 14th January 2026 - 1pm-3pm, In person event, Existing suppliers (SME only event) - 21st January 2026 - 11am-1pm, Online Webinar, All suppliers. All relevant documentation for this stage will be shared and accessible within the our PME Group on the platform.
