Summary of the contracting process

Skills Development Scotland Ltd procured cloud and IT support services for its EIS service, with the same services supporting Scottish Enterprise, Highlands and Islands Enterprise and South of Scotland Enterprise. The requirement was for an Azure expert Cloud Service Provider to operate Azure services through a co-managed service management model. The supplier is expected to manage core elements including the platform, antivirus, backup and operating-system layers, while the public-sector organisations retain flexibility to deliver services supporting business outcomes, such as standing up or shutting down virtual machines for development. This is a services procurement for delivery across Scotland, covering cloud infrastructure management, technical support and service-management capability.

The procurement has been awarded following an open procedure. The single lot was evaluated on quality at 60% and price at 40%; five electronic bids were received, including two from SMEs. Ensono Ltd and Ensono Digital Ltd received the active award, and the associated contract is active. The award was made on 7 August 2026 and the contract was signed on 7 August 2026. The contract value is £1,172,934. The estimated tender value was £3,820,236, reflecting services required over the contract term. The initial period is two years, with one optional 12-month extension. The submission deadline was extended to 14 January 2026 at noon, and bids had to remain valid until 14 April 2026.

This requirement demonstrates demand for a substantial, multi-organisation Azure operating model within Scotland’s public-sector economic and skills agencies. A credible future competitor would need demonstrable Azure expertise, the ability to act as a Cloud Service Provider, and the operational capacity to manage platform services, antivirus, backup and systems through to the operating-system layer. It would also need to work effectively in a co-managed environment, leaving client teams sufficient control to support partner and beneficiary outcomes, including flexible development environments. Strong service-management processes, reliable technical support and the ability to coordinate delivery across several public bodies would be important. The competition attracted five bids, showing that both larger suppliers and SMEs considered the requirement accessible.
