Summary of the contracting process

NHS England is procuring an accredited education and training service for the General Practice Assistant (GPA) route. The requirement covers Level 4 GPA training, learner support, mentorship guidance, portfolio assessment, accreditation, quality assurance, reporting and collaborative working with regional Training Hubs. This is a healthcare workforce education service delivered in collaboration with NHS regional training infrastructure. The buyer is NHS England, a central government public authority. The procurement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. It is relevant to organisations that can design and deliver accredited primary-care education while supporting learners, maintaining quality standards and providing reliable performance reporting to a national healthcare commissioner.

The procurement is complete and has reached the award stage. NHS England used a single-lot open procedure. Ten bids were received, with one reaching the final stage. The contract was awarded on 18 August 2026 to Primary Care Workforce Academy Community Interest Company, subject to a standstill period ending on 27 August 2026. The awarded value is £11,774,490 including VAT. The awarded contract is scheduled to run from 1 September 2026 to 1 September 2029, with options for extensions of up to 24 months, allowing a maximum term ending 31 August 2031. Evaluation weighted technical quality at 55%, social value at 15% and commercial considerations at 30%.

This award demonstrates substantial NHS demand for structured, accredited education that supports the General Practice Assistant workforce. A credible future competitor would need the capability to deliver Level 4 training at scale, provide consistent learner support and mentorship, assess portfolios, and manage accreditation and quality assurance. Experience of working with regional Training Hubs or comparable healthcare education partners would be relevant, as would the ability to report clearly on delivery, learner progress and outcomes to NHS England. The successful supplier is a large organisation, but the requirement was assessed as suitable for SMEs and voluntary, community or social enterprises. Providers combining accredited education expertise, primary-care understanding, social-value delivery and robust commercial management are best aligned.
